CalRecycle <br />Disposal Facility Inspection Report (52) <br />Countv of San <br />I 39 -AA -0022 1 8/26/2010 1 LEA Periodic I <br />North County Landfill <br />17900 East Harney Lane, Victor <br />Natalia Subbotnikova <br />County Of San Joaquin Public Works Dept <br />THE ABOVE FACILITY WAS INSPECTED FOR COMPLIANCE WITH APPLICABLE SECTIONS OF THE DIVISION 30 OF THE PUBLIC RESOURCES CODE (PRC) AND TITLE 14 AND TITLE 27 CALIFORNIA CODE OF REGULATIONS (CCR) <br />No Violations <br />or'Areas of Concern <br />V A <br />Regulations <br />x <br />20590 - Personnel Health & Safety <br />Comments: Observed one truck driver not wearing safety vest when he was out of his vehicle at the disposal <br />area. <br />- Ensure that all personnel working at disposal area wear safety equipment. <br />X <br />20800 - Dust Control <br />Comments: Dusty conditions observed at the active face and at the residential side of the transfer station <br />building. <br />- Provide adequate dust control measures. <br />- Recommend starting mist system and fire hose application before truck dumps load rather than after load is <br />dumped (to keep plumes of dust down more effectively). Starting mist/hose application after load dumped allows <br />plumes more time to migrate. <br />Inspection Report Comments. <br />Notes: <br />A. One new depression observed at the green waste area. According to operator the depression will be repaired before <br />the rain season. <br />B. Some daylighting observed at the old active face. Provide adequate cover. <br />C. Measured perimeter soil gas wells for methane concentration: SG -11=0% (all three probes), SG -12=0% (all three <br />probes). <br />D. Records maintained and up to date. <br />E. Effective Monday, September 27, 2010 the operating hours/days will be as follows: Mon -Fri: 7am-4pm; Sat: 8am-4pm; <br />Sun: closed. The noted changes are being made to reduce costs due to a significant decrease in the amount of waste. <br />
