4. <br />orth Countv Landfill <br />17900 E Harney Lane,Lodi,CA <br />is Subbotnikova <br />r <br />Comments: <br />1.- AC Title 27 CCR 20830 Litter Control - Observed large amount of litter along the south side of Transfer <br />Station. <br />a. Remove litter. <br />-b. Provide adequate measure to control litter from being blown offsite. <br />2. AC Title 27 CCR 20650 - Grading of Fill Surface - Ponding was observed on top of module 4. <br />a. Grade the area to promote lateral runoff of water and prevent future ponding. <br />3. AC Title 27 CCR 20870 - Hazardous Wastes - Ten used propane cylinders are being stored on the tipping <br />floor at east side of-Tranafer Station. <br />a. Provide adequate storage of Hazardous Wastes. <br />b. Provide additional training to raise level of handling and storing of Hazardous Wastes. <br />4. AC Title 27 CCR 20590 - Personnel -Health & Safety -Fire extinguisher at west side of Transfer Station <br />indicated low charge. <br />a. Service/Replacefire extinguisher so as to be fully functioning. <br />b. Station personnel_ shall_ properly maintain fire suppression equipment. - <br />Notes: <br />A. Erosion_ channels_ on the northwest -side -of module 1.and_2_have._beenx_epaired. <br />B. New tarps were completely covering the active face and no exposed waste was observed (pervious AC <br />cleared). _ <br />C. Soil gas wells had identification for shallow,deep,and intermediate probes (previous AC cleared). <br />D. Facility is in the process of grading uneven surfaces and building second winter pad at module 4 to prepair <br />for winter 2007/2008. A winterization plan has not been submitted to EHD. Submit to the EHD a <br />winterization plan by September 1,2007.The plan shall include location,site map,and time lines for <br />construction of winter pad <br />E. Adequate dust control was observed at access roads at time of inspection. <br />F.
