Bird Rd . , Tracy July 28 , 2023 <br /> the design calculations , including the maximum number of persons the sewage disposal <br /> system is proposed to serve . In addition , show on revised plans that the disposal field area <br /> will be barricaded so it cannot be driven over , parked on , or used as a storage area . This <br /> disposal field area must be used for that specific purpose only , and it cannot contain any <br /> underground utility lines ( San Joaquin County Development Title , Section 9 - <br /> 605 . 010 ( c ) ( 3 ) ( 5 ) ) . <br /> 4 . Applicant shall contact Natalia Subbotnikova , Program Coordinator , Small Public Water <br /> System Program , at ( 209 ) 468 - 0338 , to determine if the existing well can be permitted as <br /> a public water system prior to issuance of building permits . If a public water system is <br /> required , applicant shall submit a Small Public Water System preliminary technical report <br /> to the California State Water Resources Control Board , Division of Drinking Water (Water <br /> Board ) at least six months before initiating construction of any water related improvement , <br /> as defined . The issuance of a permit to operate a small public water system by the local <br /> primacy agency ( EHD ) is prohibited without the concurrence of the Water Board . Please <br /> contact Gena Farley with the SWRCB Division of Drinking Water at <br /> Gena . Farley@waterboards . ca . gov or 209 - 948 - 7488 , concerning the requirements for <br /> preliminary technical report submittal prior to issuance of building permits . <br /> If the Water Board determines that an onsite well shall be used as the potable water <br /> source , a permit application to operate Small Public Water System shall be submitted to <br /> the EHD for approval prior to issuance of building permits . To issue a permit to operate , <br /> concurrence from the Water Board is required . A yearly permit to operate a public water <br /> system will be required by the EHD prior to sign off of the certificate of final occupancy <br /> ( San Joaquin County Development Title , Section 9 - 602 . 010 and 9 - 601 . 030 . ) . <br /> The supplier must possess adequate financial , managerial , and technical capability to <br /> assure delivery of pure , wholesome , and potable drinking water in accordance with San <br /> Joaquin County Development Title , Sections 9 - 602 . 010 and 9 - 601 . 030 and C . C . R . , Title <br /> 22 , and Health and Safety Code , Section 116525 116570 . <br /> 5 . The existing private water wells shall be tested for the chemical Dibromochloropropane <br /> ( DBCP ) and nitrates with the results submitted to the Environmental Health Department <br /> prior to issuance of building permit ( s ) . Samples are to be taken and analyzed by a State . <br /> approved laboratory ( San Joaquin County Development Title , Section 9 - 601 . 0200 ) ) . <br /> 6 . Prohibited discharges into OWTS include : septic tank pumpings , automobile and garage <br /> waste , storm drainage , solvents and toxics , solids , garbage , kitchen wastewater from <br /> restaurant or bar , air conditioners , hazardous wastes , backwash , truck terminal wastes , <br /> recreational vehicle holding tank waste , industrial and manufacturing waste , and food <br /> processing wastes ( San Joaquin County Development Title , Section 9 - 605 . 030 ( b ) and <br /> San Joaquin County OWTS Standard ) . <br /> 7 . Any geotechnical drilling shall be conducted under permit and inspection by The <br /> Environmental Health Department ( San Joaquin County Development Title , Section 9 - <br /> 601 . 010 ( b ) and 9 - 601 . 020 ( i ) ) . <br />
