WASTE DISCHARGE REQUIREMENTS ORDER R5-2012-0103 - 24 - <br />CONSTELLATION BRANDS U.S. OPERATIONS, INC. dba WOODBRIDGE WINERY <br />WOODBRIDGE WINERY <br />SAN JOAQUIN COUNTY <br /> <br />Note: Other prohibitions, conditions, definitions, and the method of determining compliance <br />are contained in the attached “Standard Provisions and Reporting Requirements for Waste <br />Discharge Requirements” dated 1 March 1991. <br />A. Discharge Prohibitions: <br />1. Discharge of wastes, including irrigation tailwater, to surface waters or surface water <br />drainage courses is prohibited. <br />2. Bypass or overflow of untreated or partially treated wastewater is prohibited. <br />3. Discharge of waste classified as “hazardous,” defined in Section 20164 of Title 27, <br />CCR is prohibited. <br />4. The discharge of toxic substances into the Discharger’s wastewater ponds such that <br />biological treatment is significantly reduced is prohibited. <br />5. The discharge of treated wastewater other than to the approved LAAs identified in <br />Finding 27 and shown on Attachment B is prohibited; however, discharge of treated <br />wastewater to landscaped areas that do not drain to surface water drainage courses <br />is permissible. <br />6. The discharge of domestic wastewater to the winery wastewater treatment system is <br />prohibited. <br />7. The discharge of winery wastewater to the domestic wastewater septic system is <br />prohibited. <br />8. Discharge of storm water not consistent with the procedures described in Finding 25, <br />or more stringent measures if developed and approved by the Executive Officer, is <br />prohibited. <br />B. Discharge Specifications: <br />1. Effective immediately, the discharge to the Upper Ponds shall not exceed 15.75 <br />million gallons per calendar month as a monthly maximum. In addition, the discharge <br />to the Upper Ponds shall not exceed an annual total of 75 million gallons of <br />wastewater and/or storm water per calendar year. <br />2. Effective upon written approval of the reports required pursuant to Provisions <br />G.1.b and c by the Executive Officer, the discharge to the Upper Ponds shall not <br />exceed 21 million gallons per calendar month as a monthly maximum. In addition, <br />the discharge to the Upper Ponds shall not exceed an annual total of 100 million <br />gallons of wastewater and/or storm water per calendar year. <br />3. Neither the treatment nor the discharge of wastewater shall cause a nuisance or <br />condition of pollution as defined by the Water Code section 13050. <br />4. No wastewater constituent shall be released or discharged, or placed where it will be <br />released or discharged, in a concentration or in a mass that causes violation of the <br />Groundwater Limitations.
