Spoke with Anna Bibiano, new employee, and <br /> asked what the procedure was if there was a fuel spill. She was unsure and said she thinks you put something on <br /> the spill but is not sure where the clean up items would go. She was also unaware of where the spill kit/absorbent or <br /> the hazardous waste drum was located. <br /> REGULATION GUIDANCE: The business owner must ensure that all employees are thoroughly familiar with proper <br /> waste handling and emergency procedures, relevant to their responsibilities during normal facility operations and <br /> emergencies. <br /> CORRECTIVE ACTION: Immediately train the employees. Provide proof of training within 30 days to the San <br /> Joaquin County Environmental Health Department(EHD)for employees whose responsibilities include hazardous <br /> waste. <br /> This is a repeat violation, Class Il. <br /> 110 CCR 66262.40(a) Failed to keep signed copy of manifests from the designated facility for three years. <br /> OBSERVATION: The facility could not provide hazardous waste disposal records for the past three years during the <br /> inspection. <br /> REGULATION GUIDANCE: A hazardous waste generator shall keep a copy of each manifest signed in accordance <br /> with section 66262.23(a)for three years or until the generator receives a signed copy from the designated facility <br /> which received the waste. This signed copy shall be retained as a record for at least three years from the date the <br /> waste was accepted by the initial transporter. <br /> CORRECTIVE ACTION: Provide a copy of disposal records for the past three years 6/19/2018-7/21/2021 for all <br /> hazardous waste including fuel contaminated solids and fuel contaminated liquids.
