RUVALCABA <br /> Called Erik Sunde with Hudson Marine Management to confirm information <br /> provided on CAL OES Spill Report#19-6465. No new information was provided. I <br /> local contact could not be provided. <br /> Called the US Coastguard and informed them of the incident. <br /> Left for site at approximately 2:30 pm. Checked in with the guard and was granted <br /> permission to enter the facility. Met with Penny Newman Plant Manager, Robert <br /> Mentelos. Robert stated that the report had been initiated by the ships captain that <br /> there were some discrepancies from the facts. Robert stated that the released oil <br /> had not escaped the ship and never came in contact with the water. The release <br /> had been contained to the ship and to the grain on the ship. The material released <br /> was said to be a food grade white mineral oil. An SDS sheet was provided. Robert <br /> showed me the release area on the ship and it appeared to be cleaned sufficiently. <br /> I looked over the side of the ship, into the water and no sheen could be observed. <br /> Left facility and returned to vehicle to update lead senior of incident and for <br /> guidance. <br /> Phoned the California Department of Fish and Wildlife (CDFW) to update the <br /> person on call. Got in touch with Robert Chedsey, Oil Spill Prevention Specialist <br /> with CDFW. Robert was at the facility at the time of the call. Went into the facility <br /> again with Robert to get his perspective on the situation. <br /> The crane being used was part of the ship, but the bucket connected to the crane <br /> was Penny Newman's property. <br /> The waste generated during the cleanup stayed on the ship. The cleanup was <br /> performed by the ships crew. Per conversations with program coordinator, the <br /> county would not have jurisdiction on the ship, this would fall under coastguard <br /> jurisdiction. <br /> 10/08/2019 Created complaint and entered narrative.
