The spill location was reported at 10342 Trinity Park Way, Stockton, CA. 5:25 PM called the complainant(209-747-9751) and left a message asking for a call back. Reviewed facility at which the truck was abandoned in CERS, located emergency contact numbers. 7:35 PM called facilities manager number listed in CERS, at 209-513-9843. Spoke with Kyle foreman. Kyle reported that he left a message with the property owner and the fire department and the police. The fire department and police indicated they are not going to be responding, He has not received a call back from the property owner. The truck is parked in Lowe's parking lot. Truck's license plate is XP 45044. Kyle reported that the truck has been parked at this location since last night, they only noticed that it's been leaking at 5 PM today, when Kyle noticed the leak and notified the OES. According to Kyle the dark oily staining is below the truck is approximately 20' x 5' and is located immediately under the truck and appears to be coming from the engine. No storm drains are impacted, although there is a storm drain approximately 30 yards away from the spill. Lowes employees had applied absorbent to the spilled material. Kyle reported that to his knowledge,AG Spanos Companies, owns the shopping center's parking lot. The store will be closing at 9 PM and Kyle will be leaving at that time. He also reported that the truck has no phone number, however the business name imprinted on the side door is Mushiana Transport Inc. Reviewed CERS and located Mushiana Transport Inc. located in Sacramento California. 7:46 PM called all the phone numbers listed for Mushiana Transport Inc. Left voice messages. Was able to reach Jaspreet Singh, the owner at 916-919-7742. Discussed the spill with Mr. Singh and provided all the relevant details. Per Mr. Singh's request texted him all the pictures that were received from Kyle showing the truck and the spill. Mr. Singh provided his email address mushianatransport@gmail.com 8 PM called Kyle foreman and informed him that the truck owner is taking the responsibility for towing and cleanup. 8:08 PM received a call from Mr. Singh, he informed me that Five Star towing will be going to the side to tow the truck and facilitate cleanup. 8:12 PM called Five Star towing at 916-952-5030 spoke with Shawn, who indicated that he is subcontracting an environmental cleanup company who will be responding and clean up the spill. Received information from Shawn for All Environmental services who will do the cleanup. The contact person for All Environmental Services is Brandon at 209-648-8060. Called Brendan Espinosa from All Environmental left a voice message. Received a call back from Brendan Espinosa who indicated that he is putting a cleanup crew together and will call me back and let me know the ETA. His plan is to apply absorbent and containerize all clean up debris. Generated a complaint record created a NTA(notice to abate). Emailed the notice to update to the trucking company at mushianatransport@gmail.com. Called Brandon with all environmental to check on the ETA he indicated that he will let me know as soon as he knows the ETA. According to Brandon the waste will be left on site pending profiling.
