S A N J 0 A Q I I I Irl Environmental Health Department <br /> C C U N T AMENDED <br /> 8/11/2021 <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> O'Reilly Auto Parts#3460 1210 N Tracy Blvd,Tracy July 16, 2021 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 601 CCR 66262.34(d)Stored hazardous waste onsite greater than 180 days(90 days acute/extremely). <br /> OBSERVATION: The following hazardous waste containers were found on-site with an accumulation start date of <br /> greater than 180 days or no accumulation start date: <br /> -A black 5-gallon hazardous waste container labeled as hazardous waste flammable liquids and storing 3M rubbing <br /> compound, DupliColor Engine Enamel with Ceramic, DupliColor Vinyl & Fabric Specialty Coating, and A/C Pro <br /> R-134a PAG 46 Refrigerant Oil with UV Dye,was observed with accumulation start date 8/1/2019. Based on the <br /> facility's retail waste damaged product log form, and after asking Mark McKinley, Manager,when the 3M rubbing <br /> compound was placed in the hazardous waste container, it could not be determined what date the rubbing <br /> compound was placed in the container. <br /> REGULATION GUIDANCE: Title 22 California Code of Regulations section 66262.34. <br /> CORRECTIVE ACTION: Immediately dispose of the hazardous waste stored on site greater than 180 days in <br /> compliance with Title 22 California Code of Regulations. Provide a corrective action statement and a copy of the <br /> disposal records to the San Joaquin County Environmental Health Department(EHD)within 30 days. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator on the day of inspection. A complete report was <br /> amended and finished on 8/11/2021 and replaces the initial checklist. The inspection report was amended by <br /> adding violations 111 and 601, and removing violation 605. <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by 9/10/2021. <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br /> of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br /> ($152).
