RECEIVE <br /> AUG 2 3 2016 <br /> ENVIRONMENTAL <br /> Owens' Response/Corrective Action: HEALTH DEPARTMENT <br /> The facility intends to provide secondary containment for the 1,750-gallon and <br /> 450-gallon waste oil tanks. The facility is evaluating the following options for <br /> correcting this item: retrofitting the existing tanks by placing a vessel inside the <br /> existing tank to be a new primary(and the existing tank would be the secondary <br /> containment),or replacing the tanks with double-walled tanks. <br /> Item 506: CCR 66265.195 Failed to conduct daily inspections of hazardous waste tank system <br /> and maintain records onsite. <br /> Inspections of the hazardous waste tank system was not performed and documented. The <br /> following items are required to be inspected at least daily: <br /> 1. overfill/spill control equipment; <br /> 2. aboveground portions of the tank system to detect corrosion or releases of water; <br /> 3. data gathered from monitoringand leak-detection equipment; <br /> 4. outside areas of the tank system including secondary containmentto detect erosion or <br /> signs of releases of hazardous waste; <br /> 5. for uncovered tanks,the level of waste in the tank. <br /> Immediately begin required inspections of the hazardous waste tank system,and document <br /> the items inspected. Submit a copy of the inspection logfor the next 30 days to the EHD. <br /> This is a Class II violation. <br /> Owens' Response/Corrective Action: <br /> Owens is currently performing daily inspections of its hazardous waste used <br /> oil tank system. Copies of inspection records are included as Exhibit 7. <br /> Spill Control <br /> Item 303: CCR 66265.33 Failed to maintain all communication or alarm systems,spill control, <br /> or decontamination equipment. <br /> -Eye washes were seen throughout the facility that were not functioning properly. <br /> -Two spill pallets in the satellite hazardous waste storage area (room with MEK) had free <br /> standing liquid in them. <br /> -Spill pallets throughout the facility, inside and outside had free standing liquid in them. <br /> All facility communications or alarm systems , fire protection equipment, spill control <br /> equipment, and decontamination equipment, where required, shall be tested and <br /> maintained as necessary to assure its proper operation in time of emergency. Remove the <br /> liquid from all spill pallets, make a hazardous waste determination and handle according to <br /> 12 <br />
