.RECEIVED
AUG 2 3`2016
ENVIRONMENTAL
y
equipment. A facility shall provide appropriate containment and/or diversionary ct PARTMENTres
or equipment to prevent a discharge. The entire containment system, including walls and
floor, must be capable of containing oil and must be constructed so that any discharge from
a primary containment system will not escape the containment system before cleanup
occurs. Immediately provide adequate secondary containment for all aboveground
petroleum storage containers largerthan 55 gallons.
This is a Class II violation.
Item 704: CFR 112.8(c)(2) Diked area is not sufficiently impervious to contain discharged oil.
According to the site inspection and according to the reviewed tank assessment report for the
1,750 gallon waste oil tank, prepared by Conestoga-Rovers&Associates (dated August 15,2012),
the oil/water separator pit used as the secondary containment for the 1,750 gallon waste oil
tank "doesn`t appear"to meet the requirements of 22 CCR 66265.193 and it didn't appear to
be lined and cracks were observed in concrete above the liquid level in the pit". Also, it was
observed at the time of this inspection, that the oily water waste mixture (mixture of "biosol"
and water which is used in the glass making process) discharges into an unlined soil area and
then subsequently flows intothe two oil/water separator areas. As such, the diked areas onsite
are is not impervious to contain discharged oil. Diked areas must be sufficiently impervious
to contain discharged oil. Immediately provide or repair all diked areas to be sufficiently
impervious to contain oil.
This-is a Class II Violation.
Item 706• CFR 112.8(c)(2) Failed to provide and maintain adequate secondary containment.
According to the site inspection and according to the reviewed tank assessment report,
prepared by Conestoga-Rovers &Associates (dated August 15, 2012),the 450-gallon and 1750-
gallon waste oil tanks appear to have insufficient secondary containment. The reviewed waste
oil tank assessment, indicated the oil water separator pit used as secondary containment for
the 1,750-gallon tank "doesn't appear to meet the requirements of 22 CCR 66265.193 and it
didn't appear to be lined and cracks were observed in concrete above the liquid level in the
pit1l.
Furthermore, according to the same tank assessment, the 450-gallon waste oil tank has no
secondary containment. Also, the oily waste mixture, referred to as "biosol' and used in the
glass making process, discharges directly from the glass making area into an unlined area
where it pools and subsequently flows into the in-ground oil/water separators. All bulk
storage tanks must be provided with a secondary means of containment for the entire capacity
of the tank and sufficient freeboard to contain precipitation. Immediately provide sufficient
secondary containment for this and all other tanks at this facility.
16
