C E�V E <br /> AUG 23 2016 <br /> This is a Class II Violation. <br /> ENVIRONMENTAL <br /> HEALTH DEPARTMENT <br /> Owens' Response/Corrective Action for Items#609, 704, 706: <br /> The facility intends to provide secondary containment for the 1,750-gallon and <br /> 450-gallon waste oil tanks. The facility is evaluating the following options for <br /> correcting this item: retrofitting the existing tanks by placing a vessel inside the <br /> existing tank to be a new primary(and the existing tank would be the secondary <br /> containment), or replacing the tanks with double-walled tanks. <br /> Item 710: CFR 112.8(c)(3)(iv) Failed to maintain records of drainage from diked areas. <br /> Records of drainage of uncontaminated rainwater from diked areas were not found on site. <br /> Adequate records (or NPDES permit records) of drainage from diked areas shall be retained. <br /> Immediately begin maintaining adequate records (or NPDES permit records) of drainage from <br /> diked areas. Submit proof of correction to the EHD. <br /> This is a minor violation. <br /> Owens' Response/Corrective Action: <br /> There has been no drainage of rainwater from the diked areas on site; <br /> accordingly, Owens has no drainage records. Owens will, however, create an <br /> inspection record for use in the event we have a discharge. <br /> Item 719: CFR 112.8(c)(10) Failed to promptly correct visible discharges and/or remove <br /> accumulations of oil in diked areas. <br /> Oily staining and standing oil were noted below the used oil tanks located in the vicinity of <br /> the onsite oil/water separators. Furthermore,the oil water separator,which was full of oily <br /> liquid atthe time of inspection,is being used as a secondary containment for the 1,750-gallon <br /> used oil tank. Visible discharges which result in a loss of oil from a container, including but <br /> not limited to seams, gaskets, piping, pumps, valves , rivets, and bolts, must be promptly <br /> corrected. Immediately fix all leaks and clean all visible staining , and manage according to <br /> the California Code of Regulations Title 22 hazardous waste regulations.
