PgUI,N
PUBUC HEALTH SEkVICES
SAN JOAQUIN COUNTY No
JOGI KHANNA M.D.,M.P.H. '
Health Officer
CaC/FpR'\P
P.O. Box 2009 (1601 East Hazelton Avenue) Stockton,California 95201
(209) 468-3400
January 16, 1991
To: David Irey
Deputy District Attorney
222 E Weber, 4th Floor
Stockton, Ca. 95201
From: Ed Padilla, RENS
Environmental Health Division
445 N. San Jaoquin Ave.
Stockton, Ca. 95202
Re: 23201 S. Santa Fe Road, Riverbank
This property does not have any solid waste facility permits with
either the San Joaquin County or the State Waste Management Board.
The owner has created an illegal landfill. This buried refuse is a
threat to the groundwater. Also there may be a potential problem
of methane gas buildup. The cumulative effect of these
environmental problems is a cause for concern. As you observed
there is a large volume of wastes buried. The types of wastes that
are buried is unknown, but it is likely that hazardous wastes,
metals, wood, plastic, tires, garbage, etc. are illegally buried at
this site. The Environmental Health Division believes a clean-up
is necessary. The clean-up should consist of:
1) Removal of all hazardous waste and pesticide containers to
a Class I landfill.
2) All tires, metals, plastics, wood, garbage, etc. must be
discarded. These non-hazardous wastes must be hauled to
the Foothill Landfill.
3) Any concrete or asphalt that has metal or wood must be
discarded. Other dirt, concrete, and asphalt may be kept
on-site since Public Health Services exempts "inert wastes
only" fills, but this is contingent on the proper zoning
classification. The Division will defer to the Planning
Department on this issue.
I hope this report will assist you. Call me at 3458 if you have
any questions.
EP:mr
A Division of San Joaquin Connty Health Care Services
