I. INTRODUCTION <br />Chesney Consulting has been retained by Mr. Tyrone Barber to complete this Nitrate Loading and <br />Soil Suitability Studies report to fulfill the requirements of the San Joaquin County Environmental <br />Health Department (EHD) for the proposed construction of an Assisted Living Facility, as <br />referenced on the Title Page. <br />These Studies were completed to examine the underlying soil structure and characteristics to <br />determine the suitability of the proposed on-site wastewater treatment system (OWTS) correlated <br />with projected effluent volume and characteristics and nitrate loading potential. This report <br />complies with San Joaquin County Development Title, Section 9-1105.2(d). <br />Within the text of this report, Bolded Section (§) numbers are referenced at the beginning of an <br />applicable Paragraph(s), or Appendices that correspond with the EHD Requirements Checklist. <br />Section Numbers referenced as SSS§, are sections applicable for the Soil Suitability Study <br />Requirements Checklist. Section Numbers referenced as NLS§, are sections applicable for the <br />Nitrate Loading Study Requirements Checklist. Other portions of text may also apply to other <br />sections of the Checklists, but may not necessarily be referenced. <br />NLS§ 2.3, SSS§ 3.1. The subject property is located on the west side of Lawrence Road, <br />approximately 150 ft north of the intersection of Lawrence Road and Arthur Road. There are no <br />municipal water, sewer or stormwater management services in this locale. Consequently, the <br />proposed facility must have its own OWTS and domestic well. An existing well that serves the <br />buildings on the subject property will also serve the proposed Facility. It will be decades, if ever, <br />before municipal water and wastewater management services become available to this area of <br />northwest of Escalon. <br />SSS§ 1.1, 1.2. The subject property is referenced on the attached District Viewer Map. <br />The soil sampling procedures and texture analysis on these samples have found the indigenous <br />soils under the proposed effluent disposal area to contain loam and sandy loam soil observed from <br />a 23 ft exploratory/perc test boring. <br />II. SOIL SUITABILITY STUDY FINDINGS <br />A. SUBJECT PROPERTY AND SURROUNDING STUDY AREA INFORMATION <br />SSS§ 1.1. The subject property currently contains a single family residential structure, outbuildings, <br />and agricultural production (almonds). Surrounding study area consists of ranches and ranchettes, <br />dairies, and agricultural production land, specifically permanent tree and pasture land crops. <br />SSS§ 3.1, 3.2, 3.3, 3.4, 3.5, 3.6, 3.7, 6.8. Permit applications within the one-half mile radius study <br />area from the property were reviewed for repairs/replacements/additions to existing septic systems. <br />Eleven permits for repairs/additions were found. This can be considered a high number of permits <br />within the study area and indicates the proposed OWTS should compensate for this data. <br />Page -1- <br />Chesney Consulting <br />
