OBSERVATION: Little amounts of oil was observed in under dispenser containment sump (UDCs)7/8, 9/10 and 11/12 indicating a leak in the primary containment. REGULATION GUIDANCE:All primary containment for the UST system must be product tight. CORRECTIVE ACTION: Immediately have a properly licensed,trained, and certified contractor repair or replace the failed component(s), under permit and inspection of the EHD if necessary. This is a repeat violation, Class II. 307 HSC 25290.1(c3), 25290.2(c3) Failure to keep water out of the secondary containment system (post-Jul 2003). OBSERVATION:Water was found in the diesel and 87 spill containers. REGULATION GUIDANCE: Secondary containment shall be constructed to prevent any water intrusion into the system by precipitation, infiltration, or surface runoff. CORRECTIVE ACTION: The service technician removed approximately two gallons of liquid from the diesel and 87 spill containers. Immediately contact a properly licensed, trained, and certified contractor to address the water intrusion into the diesel and 87 spill containers under permit and inspection of the EHD. This was corrected on site. This is a minor violation. 315 HSC 25290.1(e)Failure to maintain interstitial space to detect leaks before release to environment(post-Jul 2004). OBSERVATION: The diesel smart sensor failed when tested. REGULATION GUIDANCE: The interstitial space of the UST shall be maintained, as designed, under constant vacuum or pressure such that a breach in the primary or secondary containment is detected before the hazardous substance is released into the environment. CORRECTIVE ACTION: Correct immediately by having a properly licensed,trained, and certified contractor replace the failed component with a functional component(LG 113-x listed, if applicable), and obtain a permit within one business day from the EHD, if needed. If the failed component can't be replaced immediately,there is a possibility that the [GRADE] UST system may be red tagged to prevent fuel inputs. This is a Class II violation.
