S0 JOA U 1 Environmental Health Department <br /> U ; I y I AMENDED <br /> 11/10/2021 <br /> Small Quantity Hazardous Waste Generator Inspection Report <br /> Facility Name: Facility Address: Date: <br /> ESCALON PREMIER BRANDS 1 1905 S MCHENRY AVE, ESCALON August 31, 2021 <br /> SUMMARY OF VIOLATIONS <br /> (CLASS I,CLASS II,or MINOR-Notice to Comply) <br /> Item# Remarks <br /> 601 CCR 66262.34(d)Stored hazardous waste onsite greater than 180 days(90 days acute/extremely). <br /> OBSERVATION: The following hazardous waste containers were found on-site with an accumulation start date of <br /> greater than 180 days or no accumulation start date: [LIST CONTAINERS AND THEIR CONTENTS AND THE <br /> ACCUMULATION START DATE ON THE LABEL(IF ANY)][ACUTE OR EXTREMELY HW LIMIT IS 90 DAYS] <br /> 55 gallons drum of used oil with no accumulation start date. <br /> 55 gallons drum of used oil with accumulation start date as of 10-28-2020. <br /> 55 gallons drum of waste silver nitrate with accumulation start date as of 10-07-2020. <br /> 55 gallons drum of used oil fitter with accumulation start date as of 7-10-2020. <br /> 55 gallons drum of absorbent contaminated with oil with accumulation start date as of 2-23-2021. <br /> 55 gallons of waste grease with accumulation start date as of 10-30-2020. <br /> 55 gallons of waste ink with accumulation start date as of 01-10-2020. <br /> 55 gallons of waste silver nitrate with accumulation start date as of 10-07-2020. <br /> REGULATION GUIDANCE: Title 22 California Code of Regulations section 66262.34. <br /> CORRECTIVE ACTION: Immediately dispose of the hazardous waste stored on site greater than 180 days in <br /> compliance with Title 22 California Code of Regulations. Provide a corrective action statement and a copy of the <br /> disposal records to the San Joaquin County Environmental Health Department(EHD)within 30 days. <br /> This is a Class II violation. <br /> 605 CCR 66262.34(f) Failed to completely label containers or portable tanks of hazardous waste. <br /> OBSERVATION: Hazardous waste containers were observed on-site with incomplete labeling. One 55 gallons <br /> drum labeled used oil was missing the accumulation start date. See photos(IMG_0279& IMG_0280). <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br /> (contents), accumulation start date <br /> CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective <br /> action statement and supporting documentation to the San Joaquin County Environmental Health Department <br /> (EHD)within 30 days. <br /> This is a minor violation. <br /> Overall Inspection Comments: <br /> An inspection checklist was provided to the facility operator on the day of inspection. A complete amended <br /> report was emailed to the facility on 9/09/2021 .
