FINDINGS FOR SITE APPROVAL <br /> PA-2100161 <br /> KENNETH W . GRACE TRUST / TELESPAN COMMUNICATIONS , INC . <br /> 1 . The proposed use is consistent with the goals , policies , standards , and maps of the General Plan , <br /> any applicable Master Plan , Specific Plan , and Special Purpose Plan , and any other applicable plan <br /> adopted by the County . <br /> • This finding can be made because the proposed use of the telecommunications tower is <br /> located in the AL- 10 ( Limited Agriculture , 10- acre minimum ) zone , and the <br /> Communications Services — Type II use type may be conditionally permitted in this zone <br /> with an approved Site Approval Application . The project site has a General Plan <br /> designation of A/ L ( Limited Agriculture) , and the A- L zone is an implementing zone for this <br /> designation . The proposed use of the telecommunications tower is consistent with the <br /> goals , policies , standards , and maps of the General Plan , and there are no Master Plans <br /> or Special Purpose Plans applicable to this site . <br /> 2 . Adequate utilities , roadway improvements , sanitation , water supply , drainage , and other necessary <br /> facilities have been provided , and the proposed improvements are properly related to existing and <br /> proposed roadways . <br /> • This finding can be made because there are no new utility improvements required . The <br /> proposed project of a new telecommunications tower is an unmanned facility and will <br /> not impact existing public utilities . This project will not require the use of a public <br /> water or septic system and all storm water will be retained on site . The project site will <br /> have direct access from South Steinegul Road . <br /> 3 . The site is physically suitable for the type of development and for the intensity of development . <br /> • This finding can be made because the 40 . 49 - acre parcel is of adequate size and shape to <br /> accommodate the proposed use , building coverage , setbacks , and other requirements <br /> of the Development Title . The parcel can accommodate the use of the <br /> telecommunications facility and the associated ground equipment within the existing <br /> lease area . There are no residences on the project site ; there are no residences within <br /> the 100 -foot fall - zone of the tower . <br /> 4 . Issuance of the permit will not be significantly detrimental to the public health , safety , or welfare or be <br /> injurious to the property or improvements of adjacent properties . <br /> • This finding can be made because it was determined that the project will not be <br /> detrimental to the Public Health . A Notice of Exemption from CEQA ( California <br /> Environmental Quality Act) will be filed . The telecommunications tower must comply <br /> with Federal Communications Commission regulations regarding radio frequency <br /> emissions . <br /> 5 . The use is compatible with adjoining land uses . <br /> • This finding can be made because the proposed use may be conditionally permitted in <br /> the A= L ( Limited Agriculture ) zone with an approved Site Approval application . The <br /> proposed use will not interfere with nor alter the current land uses on adjoining <br /> properties . The adjacent surrounding parcels are primarily agricultural and residential <br /> with scattered residences .
