Ms. Baker: My understanding is that 11 weeks is a construction projection----will inform you if this changes. I concur with your evaluation----because the temporary AST is diked, it should be easy to visually inspect. I will provide Gary with a form to conduct these inspections/keep records and include instructions that any discharge/potential leak should be immediately reported. Is the 11 weeks for the completion of the construction project? As far as integrity testing the temporary tank that is up to what the current SPCC plan states or what the facility wants. At minimum I would say the facility should be doing monthly inspections on the temporary tank and its secondary containment to verify there are not any leaks/damage or other issues. When there is a change in the facility design, construction, operation, or maintenance the SPCC plan should be amended within 6 months and implemented as soon as possible.
