Baker, Lydia [EHD]
From: Baker, Lydia [EHD]
Sent: Tuesday, January 5, 2021 9:37 AM
To: DPaul McWhorter; Gary delCarlo
Subject: RE: Gas tank
Sounds good Paul. If anything changes let me know.
Lydia
From: DPaul McWhorter<spccorp@hotmail.com>
Sent: Monday,January 4, 20218:31 PM
To: Baker, Lydia [EHD] <Ibaker@sjgov.org>; Gary delCarlo <hfstracyca@msn.com>
Subject: Re: Gas tank
CAUTION:This email is originated from outside of the organization. I will
provide Gary with a form to conduct these inspections/keep records and include instructions that any
discharge/potential leak should be immediately reported. Thx as always for your guidance in this matter.
Paul
SPC Corp
From: Baker, Lydia [EHD] <Ibaker@sigov.org>
Sent: Monday,January 4, 20211:45 PM
To: DPaul McWhorter<spccorp@hotmail.com>
Subject: RE: Gas tank
Hi Paul,
The timeline works for me. Is the 11 weeks for the completion of the construction project? As far as integrity testing
the temporary tank that is up to what the current SPCC plan states or what the facility wants. At minimum I would say
the facility should be doing monthly inspections on the temporary tank and its secondary containment to verify there
are not any leaks/damage or other issues. When there is a change in the facility design, construction, operation, or
maintenance the SPCC plan should be amended within 6 months and implemented as soon as possible. Let me know if
you still have questions.
Best Regards,
Lydia Baker
Senior Registered Environmental Health Specialist
San Joaquin County
Environmental Health Department
1
