Presto, Carol [EHD]
From: DPaul McWhorter <spccorp@hotmail.com>
Sent: Tuesday, December 21, 2021 8:05 PM
To: Gary delCarlo; Presto, Carol [EHD]; Matt McWhorter
Subject: SPCC Plan/Title 22 Site Assessment
CAUTION:This email is originated from outside of the organization. Do not click links or open attachments unless you recognize the
sender and know the content is safe.
Gary:
Thank you for hosting today's onsite inspection at your facility in Tracy, CA. Please find the following
preliminary findings:
1. Virtually ALL petroleum-based ASTs passed the periodic integrity testing procedures including a
complimentary 3rd Steel thickness test to monitor historical corrosion. We will not charge for the 3rd
test but felt the prior concerns of San Joaquin-CuPA should be reflected in accordance with directives
from Carol Presto.
2. We determined you will need to anchor the waste-oil collection facility with either angle-iron
restraints OR water-heating straps as controls against AST movement due to your location in a seismic
zone. We will then require photo proof that the installation is complete.
3. You will eventually place each of the three (3) 2000-gallon ASTs designated for AvGas, Diesel and
Gasoline on a concrete foundation. We will require either photo proof of the completion of the
concrete foundation or a subsequent inspection by SPC Corp.
4. You received a Training module which you indicated would be distributed to all of your office-staff,
pilots to insure certification for mandated OSHA/US EPA/APSA training.
5. SPC Corp will provide a supplemental invoice which will reflect the additional ASTs tested today; Thank
you for having a check prepared for the onsite inspection---we did not anticipate this and are
appreciative.
6. We will begin documentation including the incorporation of guidelines stipulated by Ms. Janice Witul
of Region IV of US EPA and reviewed, in advance, by Carol Presto of San Joaquin-CupA.
7. Exempt fertilizer/chemical additive/water tank-distributions were likewise documented and will be
inventoried in the spcc plan although they do not pertain to petroleum-based containers.
8. The inspection(s) will be reviewed and certified by our PE as a matter reflecting the overall gallonage of
the facility.
Thanks again for coordinating this inspection; have a safe and Merry Christmas.
D. Paul McWhorter, CEO
SPC Corp
i
