Spill kits were not included <br /> on the site map, as indicated by the modified contingency plan. <br /> REGULATION GUIDANCE: The business operator must post the following information next to telephones or in <br /> areas directly involved in the generation and accumulation of hazardous waste: the name and emergency <br /> telephone number of the emergency coordinator, the location of fire extinguishers and spill control material, and the <br /> telephone number of the fire department unless the facility has a direct alarm. <br /> CORRECTIVE ACTION: Immediately post the required information at the facility. Provide a statement to the San <br /> Joaquin County Environmental Health Department that the correction is complete. <br /> This is a repeat violation, Class II. <br /> 106 CCR 66262.34(d)(2) Failed to train employees on waste handling and emergency procedures. <br /> OBSERVATION: At the time of inspection, it could not be demonstrated (not necessarily documented)that <br /> employees who handle hazardous waste were properly trained. <br /> -The hazardous waste instruction poster above the hazardous waste storage area said only one item should be <br /> place in each ziploc bag. Four items were observed inside a ziploc bag (Ajax, hydrogen peroxide,Aerosol can, and <br /> detergent)inside the oxidizer tote. <br /> -A dried spill of Ariel Downy was observed in aisle 11. <br /> -One tote of corrosive bases and toxics was observed in the hazardous waste storage area without content. <br /> REGULATION GUIDANCE: The business owner must ensure that all employees are thoroughly familiar with proper <br /> waste handling and emergency procedures, relevant to their responsibilities during normal facility operations and <br /> emergencies. <br /> CORRECTIVE ACTION: Immediately train the employees.
