CALIFORNIA STATE TRANSPORTATION AGENCY GAVIN NEWSOM,GOVERNOR
California Department of Transportation •• rl^
OFFICE OF THE DISTRICT 10 DIRECTOR pe
P.O.BOX 2048 1 STOCKTON,CA 95201
(209) 948-7943 1 FAX(209) 948-7179 TTY 711
www.dot.ca.gov
August 1, 2022
10-SJ-580-PM 012.163
PA-2100207
Costco
Truck trailer parking
Teddie Hernandez
San Joaquin County
Community Development Department
1810 E. Hazelton Avenue
Stockton, CA 95205
Dear Ms. Hernandez:
The California Department of Transportation appreciates the opportunity to review the
proposed expansion of an existing unmanned trailer parking and storage facility from
200 trailers to a total of 439 trailers at 26901 South Hansen Road, Tracy. Operations will
be 24/7 and access will be granted off Hansen Road.
1 . Caltrans previously commented on this project in a letter dated October 26,
2021. Those comments are still applicable and are included below.
2. Please submit to Caltrans for review and comment the pre and post
construction runoff calculations and drainage plans so we can understand the
flow patterns. The developer needs to ensure that the existing State drainage
facilities will not be significantly impacted by the project.
a. If historical undeveloped topography shows drainage from this site flowed
into the State Right-of-Way, it may continue to do so with the conditions
that peak flows may not be increased from the pre-construction quantity
and the site runoff be treated to meet present storm water quality
standards.
b. If historical undeveloped topography shows drainage from this site does not
flow into the State Right-of-Way, then it will not be allowed to flow into the
State Right-of-Way at this time.
3. It is observed that Bio-swales were proposed to capture the onsite runoff,
hydraulics would like to review the Basin calculations to understand the volume
of runoff capacitated in the basin. Please submit the drainage plans and
calculations to Caltrans for review and comment prior to project approval.
"Provide a safe and reliable transportation network that serves all people and respects the environment"
