The following is an itemized list of aboveground petroleum storage act violations that <br /> have not been addressed for A L POWELL TRUCKING as of December 13, 2021. <br /> Open violations from October 04, 2021 inspection <br /> Violation#715-Failed to have a high level monitoring and to engineer or update containers to avoid <br /> discharge. <br /> OBSERVATION: Page 40 of the SPCC Plans states all tanks are equipped with manual leak detectors. Manual leak <br /> detectors were not observed on the 250 gallon used oil tank, 250 gallon gasoline tank, 12,000 gallon diesel tank, <br /> and 120 gallon automatic transition fluid tank. <br /> REGULATION GUIDANCE: (c)(8)Engineer or update each container installation in accordance with good <br /> engineering practice to avoid discharges.You must provide at least one of the following devices: <br /> (i) High liquid level alarms with an audible or visual signal at a constantly attended operation or surveillance station. <br /> In smaller facilities, an audible air vent may suffice. <br /> (ii)High liquid level pump cutoff devices set to stop the flow at a predetermined container content level. <br /> (iii)Direct audible or code signal communication between the container gauger and the pumping station. <br /> (iv)A fast response system for determining the liquid level of each bulk storage container such as digital computers, <br /> telepulse, or direct vision gauges. If you use this alternative, a person must be present to monitor gauges and the <br /> overall filling of bulk storage containers. <br /> CORRECTIVE ACTION: Immediately install an approved liquid level sensing device on 12,000 gallon diesel tank, <br /> 250 used oil, 250 gasoline tank, and 120 gallon automatic transition fluid tank in accordance with CFR 112.8 and <br /> implement necessary procedures to ensure that this device is fully functional and in use at all times during tank's <br /> filling operations, provide proof of correction to the EHD. <br /> ❑ This violation was corrected ❑This violation will be corrected by(date): <br /> ❑ Supporting documents included <br /> Describe actions taken or will be taken to correct violation: <br /> Page 6 of 6 <br />
