[LIST THE TANKS, <br /> CONTENTS AND THE ASSESSMENT COMPONENTS MISSING] <br /> REGULATION GUIDANCE: <br /> Title 22 California Code of Regulations section 66270.11 Signatories to Permit Applications and Reports <br /> Title 22 California Code of Regulations section 66265.192 Design and Installation of New Tank Systems or <br /> Components. <br /> Title 22 California Code of Regulations section 66265.193 Containment and Detection of Releases <br /> CORRECTIVE ACTION: Have a qualified Professional Engineer update the tank assessment and add the missing <br /> sections. Provide a corrective action statement and supporting documentation to the San Joaquin County <br /> Environmental Health Department(EHD)within 30 days. Provide a copy of the updated assessment,when <br /> available. <br /> This is a Class II violation. <br /> 507 CCR 66265.195 Failed to conduct daily inspections of hazardous waste tank system and maintain records onsite. <br /> OBSERVATION: The facility has a hazardous waste used oil tank but does not have three years of complete daily <br /> tank inspection records on site. <br /> REGULATION GUIDANCE: <br /> (a)The owner or operator shall inspect,where present, at least once each operating day: <br /> (1)overfill/spill control equipment(e.g.,waste-feed cutoff systems, bypass systems, and drainage systems)to <br /> ensure that it is in good working order; <br /> (2)the aboveground portions of the tank system, if any, to detect corrosion or releases of waste; <br /> (3)data gathered from monitoring equipment and leak-detection equipment, (e.g., pressure and temperature <br /> gauges, monitoring wells)to ensure that the tank system is being operated according to its design; <br /> (4)the construction materials and the area immediately surrounding the externally accessible portion of the tank <br /> system including secondary containment structures(e.g., dikes)to detect erosion or signs of releases of hazardous <br /> waste (e.g.,wet spots, dead vegetation); and <br /> (5)for uncovered tanks,the level of waste in the tank, to ensure compliance with section 66265.194(b)(3). <br /> (c)The owner or operator shall document in the operating record of the facility an inspection of those items in <br /> subsection (a)of this section. <br /> CORRECTIVE ACTION: Immediately start conducting and documenting complete daily hazardous waste tank <br /> inspections.
