Chapter 1 Introduction 1.1 Project Overview This Initial Study/Mitigated Negative Declaration(IS/MND)evaluates the proposed amendments to the San Joaquin County General Plan,Mountain House Master Plan(Master Plan),Specific Plan I]and Rezoning(these amendments are referred to,collectively,as the project).Specifically,the project includes amendments to Neighborhoods H,I.J,]v and the Town Center in the Mountain House development.This chapter explains the project overview,provides the purpose of the 1 S/MND, establishes the context and scope of the IS/MND,provides references to relevant previous environmental review documents and reports,and provides a summary of project information.San Joaquin County is the lead agency For the project far purposes of environmental review under the California Environmental Quality Act(CEQA).Lead agency is defined by CEQA Guidelines Section 21067 as"the public agency which has the principal responsibility for carrying out or approving a project which may have a significant effect upon the environment." 1.2 Purpose of this Initial Study/Mitigated Negative Declaration The 1994 Master Plan was the subject of the certified 1994 Moantain House Muster F1Qn Final EFR (1994 MEIR).Public Resources Code(PRC)section 21166 provides: When an environmental impact report has been prepared for a project pursuant to this division,no subsequent or supplemental environmental impact report shall be re quired by the lead agency or by any resp onsible agency,unless one or more of the following events occurs: (a)Substantial changes are proposed in the projectwhich will require major revisions of the environmental impact report. (b)Substantial changes occur with respect to the circumstances under which the project is being undertaken which will require major revisions in the environmental impact report. (c)New information,which was not known and could not have been known at the time the environmental impact report was certified as complete,becomes available. If impacts resulting from changes to a project do not differ significantly from those analyzed in the previously certified EIR,a further E1R is not required.
