MOUNTAIN HOUSE MASTER PLAN <br />The San Joaquin County Community Developmerâ–ºt Department initiated review <br />of the Mountaln House General Plan Amendment in 1990, and the Final <br />Environmental Impact Report (FEIR) was published in March 1992, <br />recommended for approval by the County Planning Commission on April 9, 1992, <br />and certified by the Board of Supervisors on Juiy 29, 1992_ Since the FEIR <br />addressed an amendment to the 1995 General Plan, the S51P was pfepared to <br />review a revised application requesting amendment to the 2014 General Plan, <br />The SEIR is one environmental review document in a tiered enwlrvnmenlal <br />review process estahllshed by the County for Mountaln House. Prior to the <br />currant Wwridarles of the gaster Pian area, previous proposals also addressed <br />lands located in Alameda County_ The area addressed by this Master Pian is <br />entirely located within the unincorporated area of San Joaquin County (see <br />Figures 1.1- Regional Vicinity Map and 1.2; Project Location)- Dufing <br />praparotion of ttie Master Plan, the acreaqe of the project was determined to be <br />4,784 ;acres based upon field surveys and the incitision of additional exlsting <br />street rights of Way and several small former out -parcels. <br />The Master Plan conforms to the provisions of the State Government Cade <br />relating to Specific Plans, This plan, therefore Is correctly entitled the Mountain <br />House Master Specific Plan. It is a community-w1de Specific Plan as apposed to <br />subsequent Specific Plans that will provide more detailed planning for portions of <br />the community_ For ease in distinguishing this community -wide Specific Plan <br />from ttla Specific Plans covering smaller areas, the Master Specific Plan will be <br />referred to throug"Lit this document as the Mountairl House Master Plan or <br />simply the Master Plen- <br />1.2.2 Relationship to Gounty Planning Documents <br />San Joaquin County General Plan <br />The San Joaquin -General Plan x#4-205 policies require a Master Plan, a <br />Publie Financing Alan, and Specific Plans for a new mmmunRy. All these plans, <br />as well as Development Agreements for Mountain House must be consistent with <br />the San Joaquin County General Plan as amended. As more detailed planning is <br />done for Mountain House, the General Plan may need to he amended_ <br />Development7ltle and other County Ordinances <br />Provisions of the San Joaquin County Development Title and other County <br />Drdinarims and standards shah apply to Mountain House unless specifically <br />excepted by the Master Plant, ttie Public Financing Plan, Specific Plans or <br />Development Agreements. <br />Devutoprnwit Agreements <br />Development agreements are -contracts established between the County and the <br />master developer or other developers of Mountain Mouse.. <br />Development agreements may be tised to Implement the project by aSsuring <br />such Issues as land use designations and densities, aonStrLietlon of needed <br />Itifrastracture, dedication of land for public open space and other public <br />purposes, and establishment of the spearftc responsibilities of the contracting <br />parties_ Development agreements are generally long term in duration, and items <br />C;riapter One Page 1.4 <br />Resolution Template 01/2017 <br />
