The containers <br /> were: <br /> -One white plastic 275 gallon tote of used antifreeze was observed in the wash bay with a faded, illegible hazardous <br /> waste label. <br /> REGULATION GUIDANCE: All hazardous waste containers shall be marked with the following information: the <br /> words"Hazardous Waste", name and address of generator, hazardous properties, physical state, composition <br /> (contents), accumulation start date <br /> CORRECTIVE ACTION: Immediately label the containers as required for hazardous waste. Provide a corrective <br /> action statement and supporting documentation to the San Joaquin County Environmental Health Department <br /> (EHD)within 30 days. <br /> This is a minor violation. <br /> 608 CCR 66266.130 Failed to properly manage used oil filters or fuel filters. <br /> OBSERVATION: Containers of used metal oil or fuel filters out of compliance with the storage rules were observed <br /> on-site. The following used metal oil or fuel filter containers were on-site: <br /> -Five black metal 55 gallon drums of drained used oil filters were observed open in the hazardous waste storage <br /> area. <br /> REGULATION GUIDANCE: <br /> Title 22 California Code of Regulations section 66266.130 Management of Used Oil Filters. <br /> California Health&Safety Code section 25250.22 Fuel Filters <br /> CORRECTIVE ACTION: Immediately store all metal oil and fuel filters in closed, rainproof containers. Label the <br /> container with the words"drained used oil filters"or"used gasoline filters",depending on the contents. Mark the <br /> container with an accumulation start date. Used filters not stored, handled and disposed of according to this section <br /> are regulated as hazardous waste. Provide a corrective action statement and supporting documentation to the San <br /> Joaquin County Environmental Health Department(EHD)within 30 days. <br /> This is a Class II violation. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by November 7, 2021. <br /> To minimize person to person contact EHD is choosing to write the name of person receiving the report instead <br /> of having them sign. Starting September 1, 2018, all in-office CERS help will be provided at EHD hourly rate <br /> ($152).
