Construction is being done to install a parking lot and install fire <br />hydrant lines. During the digging the USTs were found. Product was pumped out <br />per Daniel. Photos were submitted and various documents from the owners <br />stating that the USTs were already closed through the County. Discussed with <br />Muni Naidu and Elena Manzo and it was decided I would go to the site and take <br />photos and see if more information could be found. <br />Went to site with Daniel Stowe. Met with Supervising Contractor Marcus Perea. <br />He stated the USTs were filled with dirt and liquid which were placed in dumpsters <br />on site. Photos were taken of the dumpsters and tanks. The tanks had black liquid <br />seeping from the walls and was dripping onto the tank floor. The top of the <br />concrete tank was removed to remove product and clean tank. The tanks were <br />triple rinsed by Costera Waste and Environmental. Per Marcus, they plan to <br />backfill the tanks. All work was put to a spot by Daniel pending EHD investigation <br />on the tanks. The tanks were approximately 20 feet L x 80 feet W (40 feet W per <br />tank). <br />04/19/2021 Discussed with lead senior how to proceed with tanks found. Pictures of tanks <br />were emailed to lead seniors and uploaded into drive. It was decided that the <br />tanks will need to be removed. Emailed a notice to abate and the UST Closure <br />permit to Mark (meshelman@phelandevco.com). <br />Received emails from Mark Eshelman of Phelan Haugen Development Company <br />on behalf of the owners with documents that a bunker tank (tank found at <br />construction site) was closed in place in 2003 and filled with pea gravel. <br />Researched with lead senior on the "bunker" tank that was closed. After <br />researching, it was found that the tanks found at the construction site was not the <br />closed in place tank. Emailed Mark maps with notations of where the closed in <br />place tank and the tanks found last week were. <br />Mark stated that he will be working with a consultant to ensure all required <br />elements of the permit to close the tanks are in tact. <br />PRESTO <br />5105 rpt <br /> Page 1 of 2
