SAN JOAQUIN <br /> Environmental Health Department <br />COUNTY <br />Complaint Record Daily Time and Activity Summary from 9/24/2000 to <br />9/24/2021for COJISLPEO located at <br />NEAR 11 W ATHERTON ISLAND <br />Activity Date Recorded by <br />09/21/2020 5:00 PM Received call from Kimberly Blackwell (EHD) 209-468-3427 to let me PE 2546 MURO <br />60 min know she would be bringing me OES Spill Report #: 20-5290. Report states that SC 907 <br />less than 5 gallons of refined clarity oil was released at 37.958178 - 121.352809 <br />due to mechanical failure. Report states no water ways impacted. <br />Searched 37.958178 - 121.352809 on internet and it appears to be on the San <br />Joaquin River. <br />5:14 PM Called person notifying OES, Tyler Shell (Project Manager at Shimmick <br />Construction) 510-393-0308. Tyler Shell stated that San Joaquin Area Flood <br />Control Agency (SJAFCA) contracted Shimmick Construction for the project. Tyler <br />Shell states that the material released was food grade biodegradable oil, and less <br />than 5 gallons released. He added that no water ways were impacted because <br />everything is contained inside the confined cofferdam. The released material was <br />surrounded by floating oil boom logs and will remain there until they are fully <br />saturated then will be removed and disposed of as non-hazardous waste. I <br />requested am SDS for the clarity hydraulic oil. Tyler Shell told me I would need to <br />contact SJAFCA and request through them. Their hotline number is: <br />209-487-1387. I asked for an address because we only received coordinates. He <br />stated he doesn't have an address but that the cofferdam is located near the Port <br />of Stockton with Country Club on the west. <br />5:21 PM I called Lead Seniors in this week's call-down list order: Michelle Henry <br />(EHD), Elena Manzo (EHD), Stacy Rivera (EHD) and Haza Saeed (EHD). <br />Briefed Haza Saaed. <br />5:40 PM I called Tyler Shell. He was there at the moment, but was getting ready to <br />leave. I requested a photo of the spill area. He told me that he would have to get <br />on a boat to go take a photo of the cofferdam. Tyler Shell told me he will be <br />sending me the SDS attachment via email. Reviewed SDS sheet. Section 12 <br />states that the product has not been tested. Section 13 states that materials <br />contaminated with this product should be disposed in a manner consistent with <br />applicable regulations. Consult sales representative, local environmental or health <br />authorities for approved disposal or recycling methods. <br />Briefed Haza Saaed. It was determined we should wait for tomorrow first thing in <br />the morning to discuss with Lead Senior Elena Manzo since there will no longer be <br />people on site and a boat is needed to travel to cofferdam. <br />5:57 PM Called Tyler Shell to let him know I will follow up with him tomorrow. I <br />also told him my supervisor, Haza Saeed, said he does not need to take a photo <br />of the cofferdam since he is getting ready to leave area and will need to get on the <br />boat. Which was necessary to determine if I needed to go out this evening. Since I <br />do not have a boat, I will not be going to spill site. <br />6:00 PM END <br />Page 1 of 5
