Complaint Investigation Summary <br /> Report #: 5105 <br />COMPLAINT ID: COYWWAQAP Site Location: 1493 W SANTOS AVE <br />Activity Summary <br />Activity Date Recorded by <br />06/01/2021 Received call from Brandon Espinoza (209-648-8060) asking if EHD was notified BAKER <br />of a diesel spill this morning. I told him that we were not notified. He asked who <br />he should call to notify. I said you can just tell me. Approximately 40 gallons of <br />diesel was released when a fuel tank was ruptured when the trailer was dropped. <br />Release occurred on Santos Avenue behind Loves Travel Stop in Ripon. Diesel <br />went into the storm drain. Stevens Transport is the responsible party. <br />Called City of Ripon at 209-599-2108 and reported incident. Left for site. <br />Arrived on site and met with Brandon Espinoza (All Environmental Services) and <br />Mike Poole (City of Ripon). Spill site on roadway went for a length of <br />approximately 100 feet and 10 feet at the widest spot. Per Mike Poole, diesel was <br />observed in the manhole adjacent to the drain where the diesel entered. Diesel <br />was not observed at the next manhole in the line. Clean-up of the street is <br />completed. One 55 gallon drum of diesel contaminated absorbent was generated <br />from the clean-up. Waste will be handled as hazardous waste. Clean-up of the <br />storm drain is pending. Brandon Espinoza is waiting for hydrojet company to <br />return his call. Left site. <br />Generated complaint. Verified GIS in EC. Wrote Notice to Abate. Completed <br />Emergency Response Record & Site Map. <br />Emailed Notice to Abate to accident@stevenstransport.com. <br />Completed Prop 65. Put Prop 65 on Garrett Backus (Lead Sr. REHS) desk for <br />review. <br />Completed photo log. <br />Received an email from Mike Poole (mpoole@cityofripon.org) that the clean-up of <br />the storm drain happened but was not cleaned adequately. <br />Called Brandon Espinoza regarding clean-up. He said the people doing the <br />clean-up are on site now waiting for the City of Ripon to show up to complete the <br />clean-up. <br />Left for site. Mike Poole and Shannon of the clean-up company were on site. <br />Second man hole in line had approximately 4 feet of water in it which Mike Poole <br />estimated could go for miles. Pump station has been turned off. Clean-up <br />company unsure of how to proceed since there is so much water in the storm <br />lines. I suggested that they could skim the top with hydrophobic pads to get the <br />diesel out. Called Garrett Backus (Lead Sr. RENS) and discussed clean-up. <br />Called Brandon Espinoza and let him know that EHD only expects them to clean <br />up the spill they are working on not previous possible contamination in the storm <br />line. Suggested that they skim the top. Brandon said he will skim the top with the <br />hydrophobic pads and leave some for a day or two to see if they got everything. <br />Called Mike Poole and asked if that plan was acceptable. He said that works for <br />him. Left site. <br />06/02/2021 Called Brandon Espinoza (209-648-8060) and left a message for an update on the BAKER <br />storm drain clean-up. <br />Brandon Espinoza returned call and said that he will be completing clean-up of the <br />storm drain tomorrow or Friday.
