Complaint Investigation Summary Report #: 5105 <br />COMPLAINT ID: C00050515 Site Location: 25690 S LAMMERS RD <br />Activity Summary <br />Activity Date <br />Recorded by <br />09/21/2019 Abandoned well total time 2.8 Hours: MANZO <br />7:58 AM- 8:12 AM: Received a text notification from Kasey Foley, the assistant <br />each director with some information about a possible ER. Call Kasey Foley and <br />change the location for an open well that will need to be followed up on. Let her <br />know that I Will be going back to my prior spill And as soon as I'm done with that I <br />will follow up on this complaint. Researched complaint location, got driving <br />directions. <br />9:30 AM- 11:18 AM: Went to the site S Lammers Rd and W Schulte Rd in Tracy <br />California to locate the abandoned well. Located the intersection from the map that <br />was emailed to me, walked along the railway tracks could not locate the well. <br />Called Kasey Foley provided the update let her know that I cannot locate the well. <br />Drove along the Schulte Road trying to find the well. Couldn't locate it. Looked at <br />the site map and pictures that were emailed to me by Kasey. Was able to locate <br />the well. Took pictures of what appears to be a decommissioned irrigation ditch <br />vault located adjacent to an irrigation ditch. Some gaps over the covering of the <br />vault were noted, the largest gap was approximately 4 inches wide by about 16 <br />inches long and a small animal could fit into the opening. Some standing water <br />was observed inside the vault. All electrical was disconnected. No water pump <br />was in place. Some orange safety fence was installed along one side of the well <br />vault. Went and spoke with the tenant of the nearest house located on what <br />appeared to be the same parcel as the vault. Shane, who didn't provide his last <br />name, indicated that they are tenants, and as far as they know that area on which <br />the well is located was sold to the city of Tracy approximately one year ago. I <br />expressed my concerns with the well and the openings, indicating that it may not <br />be safe for children or small animals. Shane indicated that he might have <br />something they could use to cover the openings and he should be able to do it <br />today. Thanked him and told him that I can drive by later today just to take a look <br />to see if they were able to secure it. Shane would like to put in a complaint about <br />weeds growing across the road from their house, which he feels are an extreme <br />fire hazard to his residence. Told them that I will provide this information to the <br />appropriate department. Call Kasey Foley and provide an update. <br />4:42 PM-4:54 PM: Documented complaint narrative, filled out complaint <br />information for complaint number to be generated. <br />6:36 PM- 7:12 PM: Located caution tape inside the ER vehicle, left to the <br />abandoned well. Observed some additional wood material placed over the <br />opening near the intake piping by the nearby house occupants (per our earlier <br />discussion), the area appeared secured for the time being. Moved some ply wood <br />that was located next to the well on top of the well covering to better secure it. <br />Wrapped the entire area with caution tape, took pictures. <br />Documented the complaint, emailed narrative to work email. <br />09/23/2019 25690 S Lammers Rd, Spoke to owner Roberta on site. She said that they sold AFONSKAIA <br />5/8 of the property to the City of Tracy for their pump station that will be built south <br />of the irrigation canal to pump recycled water from the canal to the hills. Took a <br />look at the well location and turned out there was no well. It was were the pump <br />used to be that pumped water from the irrigation canal to the field. The pump has <br />not been used in 10 years and is not planned on being used in the future. The <br />area is fairly secure with 3 layers of boards on top of the irrigation ditch vault. They <br />have have put caution tape around the perimeter of the vault and have put orange <br />netting partway around the perimeter. Roberta said that they will finish putting the <br />orange net around the perimeter and put a no trespassing sign. She that there <br />was a large snake seen in the vault. She said their well was near the house in a <br />pump house and that there were no wells in the area of the complaint. <br />51oarpt <br />Page 2 of 3
