SOLID WASTE tACILITY PERMIT <br />tcility Number: <br />39 -AA -0008 <br />Enforcement Agency (EA) Conditions: <br />1. This facility shall comply with all terms and conditions of this Solid Waste Facility Permit (SWFP). <br />2. This facility shall comply with all applicable State Minimum Standards for Solid Waste Handling and Disposal. <br />3. This facility shall <br />comply with <br />all Federal, State, and Local requirements, <br />and enactments including all gation <br />measures given in <br />any certified <br />environmental document filed pursuant to <br />Public Resources Code, Section 21031.6. <br />4. This permit is subject to review by the EA and maybe suspended, revoked, dr modified at any time for sufficient <br />cause. <br />5. Any change that would cause the design or operation of this facility not to conform to the terms and conditions of the <br />permit is prohibited. Such change may be considered a significant change that requires a permit revision. In no case <br />shall the operator implement any change without first submitting a written notice of the proposed change to the LEA <br />at least 150 days in advance of that change. <br />6. Any additional information concerning the design and operation of this facility shall be provided upon request and <br />within the time frame specified by the Enforcement Agency (EA). The operator shall supply any information the EA <br />deems necessary to conduct an inspection or the review and rewrite a Solid Waste Facility Permit. <br />7. Household Hazardous Waste shall be handled in a manner approved by the EA and in accordance with applicable <br />laws and regulations. <br />8. All incoming waste shall be inspected for hazardous waste. in the event hazardous waste is inadvertently received <br />it shall be managed, stored and disposed of as required by all applicable laws and regulations for hazardous waste <br />handling and disposal. <br />9. The operator shall comply with all waste discharge requirements, Clean-up an <br />d Abatement Orders, monitoring, <br />remediation schedules and related requirements of the California Regional Water Quality Control Board <br />(RWQCB). Degradation of water connected to this site shall be remediated in the manner specified by the <br />RWQCB. <br />10. This facility must conform to the Transfer Processing Report dated April 2005. <br />11. The EA reserves the right to suspend or modify waste receiving and handling operations when deemed necessary <br />due to emergency, an actual or potential health hazard, or creation of a public nuisance. <br />12. Site personnel working in the waste receiving and handling areas shall be trained in emergency communications. All <br />site personnel shall receive adequate training in operations, maintenance, and safety. Personnel working with the <br />load screening program shall be trained to recognize hazardous wastes. All employees shall be provided with <br />personal protective safety equipment and trained for materials recycling storage work. <br />13. Safety equipment shall be provided for all employees an <br />d workers at the transfer station. <br />14. This facility must comply with the condition of approval for Land Use Permit UP -93-2. <br />15. Specific operational standards which this site must meet are as follows: <br />a) This Facility shall no[ receive in excess of 1,300 tons/day (total allowable for Transfer Station and <br />recycling combined) without a revision of this permit. <br />b) This facility shall not exceed the maximum daily traffic count of 1,280 trips per day without. revising this <br />permit. <br />1 c) Litter: Litter shall be controlled at all times on site. <br />d) Noise: Noise produced at the facility shall comply with the provisions of the San Joaquin County <br />Development Code, Title 9, Section 9-1025.9. <br />Page 4 of 5 <br />12.
