J. HAZARDOUS MATERIALS <br />(9) POTENTIALLY SIGNIFICANT IMPACT: RETENTION POND WATER QUALITY <br />The retention pond will tolled storm water runoff from the site. Since the transfer <br />and sorting facility are under a roof, the runoff from the facility should not contain <br />leachate from the waste disposal operation. <br />Findin s• <br />Changes or alterations have been required in, or incorporated into, the project <br />which avoid or substantially lessen the significant environmental effect as <br />identified in the Final EIR. <br />Statement of Fad: <br />The impact will be reduced by the following: <br />Sample and test the retention pond water annually 'rf required by the Cemral <br />Valley Regional Water Quality Control Board. <br />(2) POTENTIALLY SIGNIFICANT IMPACT: IXPOSURE OF OLD LANDFILL DURING <br />CONSTRUCTION <br />An old landfill is known to exist along a portion of the northern site boundary. It <br />is planned to excavate this material and dispose of it off the site. <br />Finding: <br />Changes or aRerations have been r�uired in, or incorporated into, the project <br />which avoid or substantially lessen the signficart environmental effect as <br />identified in the Final EIR. The mitigation measure is listed below. <br />Statement of Fad: <br />The impact will be reduced by the following: <br />The cut slope of the excavation ar <br />ea shall not exceed 2 feet horizontal to 1 foot <br />vertical (21). All excavated material should be disposed of at a County landfill. <br />II.
