I U711 <br /> April 23 , 2023 <br /> SPR 2 NZ- 3 <br /> Community Development Department <br /> 1810 Hazelton Avenue JoaQu t�ounty <br /> Stockton , CA 95205 <br /> RE : Application # PA- 2100238 ( UP ) <br /> I am writing this letter is opposition to the development of a non - agriculture building on 12925 W . <br /> Bethany Road . This land is zoned Ag - 40 and is in a flood plain . This property is surrounded on all sides by <br /> ag land that is actively farmed and is protected by the Right to Farm ordinance . I feel this development <br /> will negatively impact the farmers and neighbors by bringing hundreds of cars onto country roads that <br /> were never meant for this volume of traffic . Farming is already difficult enough , and allowing <br /> construction of a non - ag related business will make it more difficult to manage normal farming <br /> operations . The Right to Farm ordinance does not mitigate the conflicts that will arise due to the <br /> presence of 1000 people and the constant traffic it will bring . <br /> Naglee and Bethany Roads have already seen an increase in traffic from commuters using the country <br /> roads to avoid backups on k205 , Grantline and Byron Roads . According to the CHP , Naglee Road has had <br /> 13 accidents and Bethany has had 11 accidents in the last 2 years . Cars drive well over the speed limit , <br /> there are no shoulders, limited lighting and irrigation ditches on either side . Rumble strips have been <br /> installed to slow cars down , causing noise that can be heard inside our home . We also risk our lives <br /> trying to get in and out of our driveway as cars are speeding and illegally passing on our narrow road . I <br /> recently petitioned the USPS to allow us to move our mailbox to the east side of the road as I could not <br /> safely cross to get my mail anymore . This development will back traffic up in all directions , causing <br /> difficulty in moving livestock, farm equipment or even gain access to our homes . I would also request <br /> that no amplification is allowed outdoors ( speakers or music ) and no exception to evening events after <br /> Bpm . Closing at 9pm , 7 days a week will mean traffic up until 10pm every day . <br /> This development is in the center of Bethany Road and traffic will back up in both directions onto <br /> Lammers and Naglee Roads . I would like the developers to be required to pay for widening the road , <br /> moving the irrigation ditches and creating a center turn lane in and out of their property . I would also <br /> like them to be required to put a 4 way stoplight at Lammers and Bethany Roads , and widen the <br /> intersection of Naglee and Bethany Roads to create a left turn lane . These improvements should be <br /> done before any building takes place , not after the proposed Phase 1 . <br /> I am also very concerned for what this development will do to the water quality and existing <br /> groundwater . What is the impact of a septic system and retention pond to support up to 1 , 000 people in <br /> a flood plain with an already high water table ? Any costs associated with this development to the <br /> irrigation and drainage districts should be paid for by the property owner developing this farmland . <br /> 1 would like to require a statement of impact from CHP , Tracy Fire , and San Joaquin County Sheriff' s <br /> office as to their ability to support this development in this location . Are additional deputies and CHP <br /> officers needed to support this facility and increased traffic ? The traffic study seemed more concerned <br /> with the intersection at the mall instead of the traffic issues near the proposed development . The idea <br /> that this is better because people don ' t have to travel as far to another temple ignores the additional <br /> traffic/ impact to the surrounding farms and neighbors . <br />
