Bethany Road in Tracy . <br /> This parcel is located on a two lane country road , zoned Ag40 and in a flood plain . This land is not in the <br /> path of future development, and should be preserved for farming . There are active farms on all sides of <br /> this parcel . The traffic coming to and from this development will have a negative impact on the residents <br /> and farms not only on Bethany Road , but the access roads of Lammers and Naglee . The intersection at <br /> Naglee and Bethany is already inadequate to handle the traffic cutting through the county roads to <br /> avoid backups on Grantline , Byron and 1 - 205 . Allowing hundreds of cars and 1000 people to this <br /> property 7 days a week will make it impossible to navigate to and from surrounding properties . <br /> According to Tracy CHP , there have been two dozen accidents on Naglee and Bethany Roads in the last <br /> two years . Many of these accidents involve cars into irrigation ditches and active farms , and have <br /> required response from CHP and Tracy Fire . Cars routinely speed down these roads, passing over solid <br /> yellow lines and putting residents at risk . Trying to get in and out of our driveway is already dangerous <br /> during commute hours . Putting an additional stoplight down by the mall does nothing to mitigate the <br /> traffic for neighbors near this proposed development . Bethany Road should have to be widened with a <br /> center turn lane in and out of this proposed development . The intersection at Naglee and Bethany <br /> Roads will also need widening and relocation of irrigation ditches . PG & E poles and lines will need to be <br /> moved . No stopping or off- site parking should ever be allowed and the speed limit should be lowered to <br /> 35pmh . <br /> All traffic mitigations and improvements to the irrigation , drainage and reclamation districts should be <br /> the financial responsibility of the developer . No outdoor amplification should be allowed regardless of <br /> hours, and the facility should not be allowed to stay open until 9pm . The volume of attendees leaving <br /> this facility at 9pm , 7 days a week , 365 days a year is in opposition to the existing farming use and will <br /> add noise and traffic to area residents . <br /> An environmental impact report should be required to determine the impact to the soil , additional <br /> nitrates into the ground water, runoff, and drainage into Old River for a septic system capable of <br /> handling 1 , 000 people . Our water table is high , and the recent storms have required constant pumping <br /> of water from homes and farms in this area . Further development and loss of farmland in this area will <br /> only make it worse for neighboring parcels . <br /> Is this development subject to the Ag Mitigation Fee for removal of farmland from production ? Why <br /> allow the development on prime Delta farmland ? <br /> What guarantee is the county providing for pesticide spraying on surrounding farms ? If there are people <br /> gathering for services 7 days a week, will the Right to Farm Ordinance allow current spraying operations <br /> to continue ? They state they will have a school for children . How are farmers supposed to continue <br /> spraying if you allow a school ? <br />
