Frewert Traffic Impact Study <br /> 4.0 BACKGROUND NO-PROJECT • • <br /> The Background No-Project Conditions analysis forecasts how the study area's transportation system <br /> would operate with the growth and changes of the surrounding community for the near term future <br /> traffic conditions. Background (No-Project) Conditions volumes were based on Existing Conditions traffic <br /> counts with the addition of approved near term projects in the surrounding area. Near term projects were <br /> obtained from the City of Lathrop and San Joaquin County.
