Frewert Traffic Impact Study
4.0 BACKGROUND NO-PROJECT • •
The Background No-Project Conditions analysis forecasts how the study area's transportation system
would operate with the growth and changes of the surrounding community for the near term future
traffic conditions. Background (No-Project) Conditions volumes were based on Existing Conditions traffic
counts with the addition of approved near term projects in the surrounding area. Near term projects were
obtained from the City of Lathrop and San Joaquin County. Figure 5 shows projected turning movement
volumes at the study intersections under Background Conditions,
4.1 INTERSECTIONS LEVEL OF SERVICE ANALYSIS— BACKGROUND NO-PROJECT CONDITIONS
The.intersection LOS analysis results for Background No-Project Conditions are summarized in Table 4.
Under this scenario, all study intersections would continue to operate within applicable jurisdictional
standards during both peak hours, except the intersection at Roth Road/S Harlan Road (Intersection #1),
which operates at LOS F during the p.m. peak, and the intersection at Roth Road/1-5 Southbound Ramps
(Intersection#3), which operates at LOS D during both peaks.Appendix C contains detailed LOS analysis
worksheets for Background (No-Project) Conditions.
Table 4: Intersection Level of Service Analysis—Background (No-Project) Conditions
Background Conditions
ID Intersection Intersection Control Peak Hour'
Average Delay' LOS'
1 Roth Road&S Harlan Road AWSC AM 28.1 D
PM 73.1 F
2* Roth Road&1-5 Northbound Ramps One-Way Stop AM 11.6 B
PM 13.4 B
3* Roth Road&1-5 Southbound Ramps One-Way Stop AM 26.5 D
PM 26.7 D
4 Roth Road&Manthey Road One-Way Stop AM 12.4 B
PM 15.6 C
5 Manthey Road&Frewert Road One-Way Stop AM 112 B
PM 12.9 B
Notes:
1,AM—morning peak hour, PM—evening peak hour
2.Whole intersection weighted average control delay expressed in seconds per vehicle for signalized and all-way stop
controlled intersections.Total control delay for the worst movement is presented for side-street stop controlled intersections.
3.LOS Level of Service
Bold indicates unacceptable operational conditions based on applicable jurisdictional standards.
4.2 ROADWAY SEGMENT LEVEL OF SERVICE ANALYSIS— BACKGROUND CONDITkONS
Table 5 below summarizes the roadway segment operations under Background Conditions and includes
facility type; maximum daily volumes, number of lanes, daily volumes and LOS information for each study
roadway segment. Under Background Conditions, the study segment is expected to be operating at a
satisfactory LOS C.
Page 117
TJ KM
