Frewert Traffic Impact Study
5.4 INTERSECTION LEVEL OF SERVICE ANALYSIS-BACKGROUND PLUS PROJECT CONDITIONS
This scenario is identical to Background No-Project Conditions, but with the addition of projected traffic
from the proposed project.Trip generation, distribution, and assignment for the proposed project are
identical to that assumed under Existing plus Project Conditions. Figure 7 shows projected turning
movement volumes at all the study intersections under Background plus Project Conditions.
The intersection LOS analysis results for Background plus Project Conditions are summarized in Table 7.
Results of the LOS analysis under Background (No-Project) Conditions are included for comparison
purposes. Under this scenario, all study intersections would continue to operate at acceptable LOS D or
better during both peak hours, except the intersections at Roth Road/S. Harlan Road (Intersection#1) and
Roth Road/1-5 Southbound Ramps (Intersection#3),which operate at LOS E and F during one or more
peak hours.Appendix D contains detailed LOS analysis worksheets for Background plus Project
Conditions.
Table 7: Intersection Level of Service Analysis-Background plus Project Conditions
Background Background plus
ID Intersection Intersection Peak Conditions Project Conditions
Control Hour' Average a Average 3 Change Significant
Del0y2 LOS Delayz LOS in Delay4 Impact?
1 Roth Road&S Harlan AWSC AM 28.1 D 34,0 D 5.9 N
Road PM 73.1 F 89.3 F 16.2 Y
Mitigation:signalize Signal AM - 23 C -5.7
PM - 29.2 C -43.9
2* Roth Road&1-5 One-WayStn AM 11.6 B 13.2 B 1.6 N
Northbound Ramps p PM 13.4 B 17.1 C 3.7 N
* Roth Road&t-5 AM 26.5 D 36.3 E 9.8 Y
3 One-WaSto
Southbound Ramps y p PM 26.1 D 40.3 E 14.2 Y
Mitigation:AWSC All-Way Stop AM 75.7 C -11.4
PM - 74.0 B -72.1
Roth Road&Manthey One-Way AM 12.4 B 15.3 C 2.9 N
4 Road y Stop PM 15.6 C 22.8 C 7.2 N
Manthey Road& AM 11.2 B 14.9 8 3.7 N
5 Frewert Road One Way Stop
PM 12.9 8 23.6 C 10.7 N
Frewert Road&Project One WaAM - 8.7 A N
6 Access#1 y 5tap PM 8.8 A N
7 Frewert Road&Project One-WayStn AM 8.5 A N
Access#2 P PM 8.6 A N
Notes:
1,AM-morning peak hour,PM-evening peak hour
2.Whole intersection weighted average control delay expressed in seconds per vehicle for all-way stop controlled intersections.
Total control delay for the worst movement is presented for side-street stop-controlled intersections.
3.LOS=Level of Service
4.Change in average delay between Existing and Existing plus Project Conditions.Average delay may be reduced with the addition
of project traffic to non-critical movements.
Bold indicates unacceptable operational conditions based on applicable jurisdictional standards.
Impact Findings
The project impact to the intersections of Roth Road/S. Harlan Road (Intersection #1) and Roth Road/1-5
Southbound Ramps(Intersection#3) are significant because the project adds five or more seconds of
Page 124
TJKM
