Frewert Tro is Impact Study
6.0 CUMULATIVE NO-PROJECT CONDITIONS (2040)
The Cumulative No-Project Conditions analysis forecasts how the study area's transportation system
would operate with the growth and changes of the surrounding community by the year 2040.This
scenario considers the development of the county and surrounding communities to the year 2040,
projecting existing traffic volumes to the year 2040 using a compounding annual growth factor.TJKM
has calculated growth rates for a.m. and p.m. peak hours, based on the current SJCOG travel
demand model for the 1-5 corridor near Roth Road, as furnished by the City of Lathrop. Annual
growth rates of 1.11 percent (a.m. peak) and 1.61 (p.m. peak) were used. Figure 8 shows projected
turning movement volumes at the study intersections under Cumulative Conditions.
6.1 INTERSECTIONS LEVEL OF SERVICE ANALYSIS—CUMULATIVE NO-PROJECT CONDITIONS
Table 9 summarizes the intersection LOS analysis results for Cumulative No-Project Conditions. Under this
scenario, all study intersections operate within applicable jurisdictional standards during both peak hours,
except the intersections at Roth Road/S Harlan Road (Intersection#t) and Roth Road/1-5 Southbound
Ramps(Intersection #3),which operate at unacceptable LOS during both peak hours.Appendix F
contains the detailed LOS analysis worksheets for Cumulative Conditions.
Table 9: Intersection Level of Service Analysis—Cumulative(No-Project) Conditions
Cumulative Conditions
ID Intersection Intersection Control Peak Hourl
Average Delay' LOS-'
1 Roth Road&S Harlan Road AWSC AM 41.8 E
PM 161.0 F
2* Roth Road&I-5 Northbound Ramps One-Way Stop AM 11.7 BPM 15.7 C
3* Roth Road&I-5 Southbound Ramps One-Way Stop AM 25.2 DPM 38.0 E
4 Roth Road&Manthey Road One-Way Stop AM 10.4 B
PM 11.3 B
5 Manthey Road&Frewert Road One-Way Stop AM 9.3 A
PM 10.0 B
Notes:
1.AM—morning peak hour,PM—evening peak hour
2.Whole intersection weighted average control delay expressed in seconds per vehicle for all-way stop controlled intersections.
Total control delay for the worst movement is presented for side-street stop controlled intersections.
3.LOS= Level of Service
Bold indicates unacceptable operational conditions based on applicable jurisdictional standards.
6.2 ROADWAY SEGMENT LEVEL OF SERVICE ANALYSIS—CUMULATIVE No-PROJECT CONDITIONS
Table 10 below summarizes the study roadway segment operations under Cumulative Conditions and
includes facility type; maximum daily volumes, no. of lanes, daily volumes and LOS information for each
study roadway segment, Under Cumulative Conditions, the study segment is expected to be operating at
a satisfactory LOS C.
Page 128
TJKM
