Frewert Traffic Impact Study <br /> 8.0 ADDITIONAL ANALYSIS <br /> The following sections provide additional analyses of other transportation issues associated with the <br /> project site, including: <br /> • Site access and impacts <br /> • Parking analysis <br /> • Queueing Analysis <br /> • Recommendations <br /> The analyses in these sections are based on professional judgment in accordance with the standards and <br /> methods employed by traffic engineers.Although operational issues are not considered CEQA impacts, <br /> they do describe traffic conditions that are relevant to describing the project environment. <br /> 8.1 SITE ACCESS, CIRCULATION, AND MULTIMODAL IMPACTS <br /> This section analyzes site access and internal circulation based on the site pians presented in Figure 2 <br /> (dated September 15, 2021). <br /> Vehicle Access and Circulation <br /> Access to the project site at 150 and 212 Frewert Road via two proposed driveways on Frewert Road. Both <br /> driveways support left- and right-turn movements entering and exiting the project site, and will be one- <br /> way top controlled.As shown in Figure 2, both proposed project driveways are 40 feet wide. <br /> Vehicles accessing the project site would enter via the driveways on Frewert Road. The project does not <br /> propose pedestrian or bicycle facilities along the project frontage.Trucks would enter the project site via <br /> the either driveway on Frewert Road and exit via the either driveway on Frewert Road. Emergency vehicles <br /> would access the project site via either driveway. <br /> The truck parking land use accommodates two-way vehicular and truck traffic via internal drive aisles <br /> ranging approximately between 40 and 80 feet.A right turn must be performed just after entering the <br /> eastern driveway.This may be a difficult movement for larger trucks to complete, and thus it is likely that <br /> larger trucks would mainly use the western driveway. <br /> Pedestrian Access, Circulation,and Impacts <br /> The project does not propose to provide pedestrian facilities along the project frontages on Frewert Road <br /> and Manthey Road, or within the project site. <br /> A significant impact occurs if the proposed project conflicts with applicable or adopted policies, plans or <br /> programs related to pedestrians facilities or otherwise decreases the performance or safety of pedestrian <br /> facilities. Due to the nature of the land use, internal pedestrian facilities are not needed. Thus,the <br /> proposed project will not result in any such conflicts and impacts are considered less-than-significant. <br /> Bicycle Access, Circulation, and Impacts <br /> As noted in Section 3.3, on-street bicycle facilities do not exist within the project vicinity.The project does <br /> not propose to provide new bicycle facilities along the project frontage. <br /> Page 135 <br /> TJKM <br />
