No No No No No No <br /> Source:CaIEEMod version 2016.3.2.Refer to Appendix D for Model Data Outputs. <br /> As shown in Table 4.5-4, construction-generated emissions would not exceed SJVAPCD significance <br /> thresholds. <br /> In addition to the SJVAPCD criteria air pollutant thresholds, SJVAPCD Rule 9510, Indirect Source Review, <br /> aims to fulfill the District's emission reduction commitments in the PM10 and Ozone Attainment Plans.This <br /> rule applies to construction projects within the jurisdiction of the SJVAPCD which upon full build-out will <br /> include any one of the following: <br /> 50 residential units <br /> 2,000 square feet of commercial space <br /> 25,000 square feet of light industrial space <br /> 100,000 square feet of heavy industrial space <br /> 20,000 square feet of medical office space <br /> 39,000 square feet of general office space <br /> 9,000 square feet of educational space <br /> 10,000 square feet of government space <br /> 20,000 square feet of recreational space; or <br /> 9,000 square feet of space not identified above. <br /> This rule also applies to any transportation or transit project where construction exhaust emissions equal <br /> or exceed two tons of NOx or two tons of PM1o. The project developers are required to reduce <br /> concentrations of NOx by 20 percent and PM,o by 45 percent during construction activities. Development <br /> projects that have a mitigated baseline below two tons per year of NOx and two tons per year of PM,o <br /> shall be exempt from the requirements per Rule 9510 (SJVAPCD 2017). <br /> The Project is proposing the construction of more than 20,000 square feet of medical office space.Thus, <br /> adherence to Rule 9510 is required of the Proposed Project. In accordance with Rule 9510, the Project <br /> applicant is required to prepare a detailed air impact assessment (AIA) for submittal to the SJVAPCD, <br /> which demonstrates reduction of NOx emissions from the Project's baseline by 20 percent and a reduction <br /> of PM10 by 45 percent.Therefore, Mitigation Measure 4.5-2a is required (see below). <br /> As demonstrated in Table 4.5-5, implementation of Mitigation Measure 4.5-2a would reduce annual NOx <br /> emissions by as much as 72 percent during Phase 1 of construction and nearly 53 percent during Phase 2 <br /> Air Quality 4.5-16 October 2021 <br />
