Administrative Draft Environmental Impact Report <br /> Gill Medical Center Project <br /> Timing/Implementation: During the construction period <br /> Monitoring/Enforcement: County of San Joaquin Planning/Development Services Division <br /> 4.7.4 Cumulative Impacts <br /> The cumulative setting associated with the Proposed Project includes Project implementation in <br /> association with buildout of the San Joaquin County General Plan. The Existing Setting subsection above <br /> provides an overview of cultural resources and the history of the region. <br /> Approach to Assessing Cumulative Impact on Cultural Resources <br /> Section 15130 (a) of the California State CEQA Guidelines states: <br /> An EIR shall discuss cumulative impacts of a project when the project's incremental effect is <br /> cumulatively considerable, as defined in section 15065 (a)(3).Where a lead agency is examining a <br /> project with an incremental effect that is not "cumulatively considerable," a lead agency need not <br /> consider that effect significant, but shall briefly describe its basis for concluding that the <br /> incremental effect is not cumulatively considerable. <br /> According to the 2035 General Plan EIR, county policy provides for the protection of archaeological <br /> resources and human remains with the implementation of Policies NCR-6.5 and NCR-6.6.These policies <br /> are supplemented by state regulations and CEQA mitigation which provide protection of human remains. <br /> The General Plan finds that implementation of these policies and additional mitigation required at the <br /> project level would reduce cumulative impacts on archaeological resources, as well as human remains, to <br /> a less-than-significant level. With Mitigation Measures 4.7-1a and 4.7-3a incorporated, the direct impacts <br /> on cultural resources associated with the Proposed Project would be reduced to a less-than-significant <br /> level. Therefore, the Proposed Project impacts to unique archaeological resources, as well as human <br /> remains are considered less than cumulatively considerable. <br /> According to the General Plan EIR, implementation of General Plan policies may result in a "substantial <br /> adverse change" (physical demolition, destruction, relocation, or alteration of the resource or its <br /> immediate surroundings) to historic resources through various development activities for which no <br /> possible mitigation may be available to maintain the historic integrity of the affected resource or its <br /> surroundings. For this reason, cumulative impacts to historical resources were found to be significant and <br /> unavoidable by the general plan EIR (General Plan EIR Cumulative Impact 4.E-6).As discussed above, no <br /> historic resources were found on the project site during surveys. Should they be found, Mitigation <br /> Measure 4.7-1a would be implemented. Nonetheless, as discussed in the General Plan EIR, even with <br /> implementation of mitigation there remains the possibility that an unknown subsurface historic resource <br /> could be damaged to the point that it no longer maintains historic integrity or that of its surroundings. <br /> Therefore, the Project results in a cumulatively considerable contribution to this existing historic <br /> resource cumulative impact. <br /> The 2035 General Plan provides for the protection of historical resources through implementation of <br /> existing General Plan Policies NCR-6.1-4, NCR-6.7, NCR-7, and NCR-8. <br /> Mitigation Measures <br /> Biological Resources 4.7-16 October 2021 <br />
