Administrative Draft Environmental Impact Report <br /> Gill Medical Center Project <br /> Establish a public process for determining the compliance of proposed investments with the <br /> emissions performance standard (EPS) (Perata, Chapter 598, Statutes of 2006). <br /> Executive Order 8-55-18 <br /> In September 2018 Governor Jerry Brown Signed EO B-55-18, which established a new statewide goal "to <br /> achieve carbon neutrality as soon as possible, and no later than 2045, and achieve and maintain net <br /> negative emissions thereafter." Carbon neutrality refers to achieving a net zero carbon dioxide emissions. <br /> This can be achieved by reducing or eliminating carbon emissions, balancing carbon emissions with <br /> carbon removal, or a combination of the two.This goal is in addition to existing statewide targets for GHG <br /> emission reduction. EO B-55-18 requires CARB to "work with relevant state agencies to ensure future <br /> Scoping Plans identify and recommend measures to achieve the carbon neutrality goal. <br /> Senate Bill X1-2 of 2011, Senate Bill 350 of 2015, and Senate Bill 100 of 2018 <br /> SB X1-2 of 2011 required that all California electric utilities generate 33 percent of their electricity from <br /> renewables by the end of 2020. SB X1-2 also required the renewable electricity standard to be met <br /> increasingly with renewable energy that is supplied to the California grid from sources within, or directly <br /> proximate to, California. <br /> In October 2015, SB 350 was signed by Governor Brown, which requires retail sellers and publicly owned <br /> electric utilities to procure 50 percent of their electricity from renewable resources by 2030. In 2018, SB <br /> 100 was signed by Governor Brown, codifying a goal of 60 percent renewable procurement by 2030 and <br /> 100 percent by 2045 Renewables Portfolio Standard. <br /> 4.8.2.2 Local <br /> County of San Joaquin General Plan <br /> The following County energy conservation strategies have been described and incorporated in the Gap <br /> Analysis of the County's 2035 General Plan: <br /> Energy Strategy 1: Renewable Energy/PACE Program.The County shall develop and implement an <br /> incentive program to encourage the installation of solar hot water heaters and solar PV on <br /> existing and new developments.The County shall establish a Property Assessed Clean Energy <br /> (PACE) (AB 811) program and for residential and commercial energy efficiency retrofit projects. <br /> Energy Strategy 2: Participation in PG&E Renewable Energy. The County shall participate in <br /> PG&E's Renewable Energy programs. <br /> Transportation Strategy 1: Complete Streets. The County shall encourage the development of <br /> complete streets. <br /> Water and Wastewater Strategy 1:Water Conservation.The County shall achieve a 20 percent <br /> reduction in water and wastewater in 2020. <br /> Energy 4.8-6 October 2021 <br />
