Administrative Draft Environmental Impact Report <br /> Gill Medical Center Project <br /> impacts are recognized as exclusively cumulative impacts;there are no non-cumulative GHG emission <br /> impacts from a climate change perspective. The CEQA Guidelines also clarify that the effects of GHG <br /> emissions are cumulative and should be analyzed in the context of CEQA's requirements for cumulative <br /> impact analysis (see CEQA Guidelines Section 1513O(f)). Per CEQA Guidelines Section 15O64(h)(3), a <br /> project's incremental contribution to a cumulative impact can be found not cumulatively considerable if <br /> the project would comply with an approved plan or mitigation program that provides specific <br /> requirements that would avoid or substantially lessen the cumulative problem within the geographic area <br /> of the project.As previously discussed, the Proposed Project would potentially conflict with the County <br /> General Plan GHG inventory and SJCOGRTP/SCS.Therefore, the Project's cumulative contribution of GHG <br /> emissions would be significant. Mitigation Measures 4.10-1a and 4.10-1 b would reduce Project GHG <br /> impacts, but not to less-than-cumulatively-considerable levels.
