Administrative Draft Environmental Impact Report <br /> Gill Medical Center Project <br /> narrative water quality objectives, which are applicable to certain water bodies or portions of water <br /> bodies. <br /> 4.12.4.3 State Water Resources Control Board Resolution No. 68-16: Statement of Policy <br /> with Respect to Maintaining High Quality Waters in California <br /> The goal of SWRCB Resolution No. 68-16 ("Statement of Policy with Respect to Maintaining High Quality <br /> Waters in California") is to maintain high quality waters where they exist in the state. Resolution No. 68-16 <br /> states, in part: <br /> 1. Whenever the existing quality of water is better than the quality established in policies as <br /> of the date on which such policies become effective, such existing high quality will be <br /> maintained until it has been demonstrated to the State that any change will be consistent <br /> with maximum benefit to the people of the State, will not unreasonably affect present <br /> and anticipated beneficial use of such water and will not result in water quality less than <br /> that prescribed in the policies. <br /> 2. Any activity which produces or may produce a waste or increased volume or <br /> concentration of waste and which discharges or proposes to discharge to existing high <br /> quality waters will be required to meet waste discharge requirements which will result in <br /> the best practicable treatment or control of the discharge necessary to assure that (a) a <br /> pollution or nuisance will not occur and (b) the highest water quality consistent with <br /> maximum benefit to the people of the State will be maintained. <br /> The SWRCB has interpreted Resolution No. 68-16 to incorporate and be consistent with the federal <br /> antidegradation policy (RWQCB 2016). <br /> 4.12.4.4 Statewide National Pollutant Discharge Elimination System Storm Water Permit <br /> for General Construction Activity <br /> The SWRCB has issued a general NPDES permit for stormwater discharges associated with construction <br /> activity of greater than one acre in size—Order 2009-0009-DWQ, as amended by Orders 2010-0014-DWQ <br /> and 2012-0006-DWQ (General Construction Permit). The General Construction Permit requires the <br /> preparation of a SWPPP that identifies and describes the best management practices (BMPs) to be <br /> implemented at construction sites to control pollution from stormwater runoff. Coverage is obtained by <br /> submitting a Notice of Intent (NOI), risk assessment, post-construction calculations, a site map, the <br /> SWPPP, and a signed certification statement by the legally responsible person to the SWRCB prior to <br /> construction. <br /> 4.12.4.5 Central Valley Flood Protection Board <br /> Any project encroaching into rivers, waterways, and floodways within and adjacent to federal- and state- <br /> authorized flood control projects or within designated floodways must receive approval from the CVFPB. <br /> Under Water Code §§ 8534, 8608, and 8710-8723, the CVFPB is required to enforce, within its jurisdiction, <br /> on behalf of the State of California, appropriate standards for the construction, maintenance, and <br /> Hydrology and Water Quality 4.12-18 October 2021 <br />
