Administrative Draft Environmental Impact Report <br /> Gill Medical Center Project <br /> General Plan Policy <br /> In the discussion below, applicable General Plan land use policy is presented followed by a Project <br /> consistency analysis. <br /> LU-1.1: Compact Growth and Development. The County shall discourage urban <br /> sprawl and promote compact development patterns, mixed-use <br /> development, and higher-development intensities that conserve <br /> agricultural land resources, protect habitat, support transit, reduce vehicle <br /> trips, improve air quality, make efficient use of existing infrastructure, <br /> encourage healthful, active living, conserve energy and water, and <br /> diversify San Joaquin County's housing stock. (RDR) <br /> The Project is proposed along the northern (back side) edge of existing non-conforming County approved <br /> residential and commercial development fronting Eight Mile Road. Additionally, immediately south of <br /> Eight Mile Road and extending south to the City of Stockton, lies the 341-acre recently approved Tra <br /> Vigne development project. The Tra Vigne project is currently located in San Joaquin County, includes a <br /> mix of land uses including single-family (1,728 units) and high-density residential (680 units), industrial, <br /> commercial, school, and traditional and non-traditional parks sites, and is proposed for annexation to the <br /> City of Stockton. It is expected the proposed Project will provide hospital services and job opportunities <br /> for future residents of the Tra Vigne project and other Stockton residents as well as rural County residents <br /> east,west and north of the Project site and residents of Lodi. Therefore, the Project is not considered <br /> urban sprawl in the context of existing and approved development and is consistent with this policy. <br /> LU-1.4: Encourage Infill Development. The County shall encourage infill <br /> development to occur in Urban and Rural Communities and City Fringe <br /> Areas within or adjacent to existing development in order to maximize the <br /> efficient use of land and use existing infrastructure with the capacity to <br /> serve new development. The County shall balance infill development <br /> within outward expansion of communities and new development in other <br /> unincorporated areas. (RDR) <br /> As discussed above, the Project is located at the future north Fringe Area of the City of Stockton and <br /> adjacent to existing County and City approved but not yet constructed development on the south. <br /> Therefore, the Project is consistent with County policy that encourages development at City Fringe Areas. <br /> LU-1.5: Clear Boundaries. The County shall strive to preserve agricultural and open <br /> space areas that contribute to maintaining clear boundaries among cities <br /> and unincorporated communities. (RDR) <br /> The existing Woodbridge Irrigation District (WID) agricultural canal runs along the Project site's northwest <br /> boundary.The Project includes a 100-foot setback buffer adjacent the canal on the Project site. This <br /> creates a natural opportunity for the canal to serve as a logical and clear boundary between the Project <br /> site and unincorporated agricultural areas to the north. Therefore, the Project as proposed is consistent <br /> with this clear boundaries policy. <br /> Land Use and Planning 4.13-7 October 2021 <br />
