Administrative Draft Environmental Impact Report <br /> Gill Medical Center Project <br /> California Geologic Energy Management Division (CaIGEM) <br /> CaIGEM oversees the drilling, operation, maintenance, and plugging and abandonment of oil, natural gas <br /> and geothermal wells. The regulatory program emphasizes the wise development of oil, natural gas, and <br /> geothermal resources in the state through sound engineering practices that protect the environment, <br /> prevent pollution, and ensure public safety. Sections 3208 and 3255(a) (3) of the Public Resources Code <br /> give CaIGEM the authority to order the abandonment or re-abandonment of any well that is hazardous, or <br /> that poses a danger to life, health, or natural resources. Responsibility for abandonment and or re- <br /> abandonment costs for any well may be affected by the choices made by the local permitting agency, <br /> property owner, and/or developer. <br /> 4.14.2.2 Local <br /> San Joaquin County 2035 General Plan <br /> According to the General Plan, recognizing and documenting mineral resources is imperative to <br /> guarantee further economic development of County assets (San Joaquin County 2016). The following <br /> policy is intended to protect the County's important mineral deposits. <br /> NCR-4.1: The County shall require mineral deposits of significant quantity, value, or <br /> quality, as identified and updated by the State Division of Mines and <br /> Geology reports as MRZ-2 Mineral Resource Zones,to remain in <br /> agricultural or open space uses until the extraction of the resources, <br /> unless the immediate area has been committed to other uses. <br /> 4.14.3 Environmental Impacts and Mitigation Measures <br /> 4.14.3.1 Thresholds of Significance <br /> According to Appendix G of the CEQA Guidelines, mineral resources impacts are considered significant if <br /> implementation of the proposed project would: <br /> Result in the loss of availability of a known mineral resource that would be of value to the region <br /> and the residents of the state; or, <br /> Result in the loss of availability of a locally important mineral resource recovery site delineated on <br /> a local general plan, specific plan, or other land use plan. <br /> 4.14.3.2 Methods of Analysis <br /> Review of officially designated mineral resource zones is the primary method used to evaluate the <br /> Project's potential impacts on mineral resources. <br /> Mineral Resources 4.14-2 October 2021 <br />
