Administrative Draft Environmental Impact Report <br /> Gill Medical Center Project <br /> 3.0 PROJECT DESCRIPTION <br /> 3.1 Project Summary <br /> The Gill Medical Center Project (Project) is a proposal by Gill Medical Center, LLC for development of a <br /> ±42.4-acre health center and hospital campus in San Joaquin County, north of the City of Stockton. The <br /> Project is proposed consistent with Office of State Health Planning and Development (OSHPD) 1 <br /> Standards and would be constructed in two phases. Phase 1 includes a 36,000-square-foot single story <br /> 12-bed hospital (Phase 1 Hospital) including emergency room, labor, delivery, emergent medicine, and <br /> outpatient surgery services. Phase 2 includes an additional three-story 140,000-square-foot 100-bed full- <br /> service hospital (Phase 2 Main Hospital) with emergency heliport landing area, and a two-story 60,000- <br /> square-foot medical office building. The Project includes landscaping, circulation, parking and onsite <br /> water, wastewater and stormwater utility improvements consistent with phased development. Phase 1 <br /> construction is planned for 2023 and Phase 2 for 2030. <br /> The Project seeks the following entitlements/approvals from San Joaquin County: <br /> Site Approval (application number PA-1900240; <br /> Lot Line Adjustment (application number ); and, <br /> Development Agreement (application number�. <br /> 3.2 Project Location and Setting <br /> 3.2.1 Project Location <br /> The Project site is located in the southwest quarter(SW 1/4) of Section 35, Township 3 North, Range 6 East, <br /> Mount Diablo Base and Meridian, approximately one mile north of the current boundaries of the City of <br /> Stockton in unincorporated San Joaquin County, California (Figure 3-7. Regional Location Map). As shown <br /> in Figure 3-2. Local Vicinity Map, the proposed 42.4-acre Project site is located at 11000 North West Lane <br /> and encompasses all or portions of three existing legal parcels totaling 60.8 acres; Assessor's Parcel <br /> Numbers (APNs): 059-080-07, 059-080-29, &059-080-30. <br /> 3.2.2 Existing Land Use <br /> Existing Project site land use and improvements are shown in Figure 3-3. Existing Site Conditions. As <br /> shown, with the exception a ±10-acre rectangular-shaped field on the east side, most of the Project site is <br /> currently in agricultural production. Site improvements include vineyards, a dilapidated corral and cattle <br /> chute located near the mid-point of the southern site boundary, and a former gas well converted to a <br /> water well in the approximate center of the property.This well is referred to as the "North Stockton Unit <br /> A" 1 well (API: 0407700519). Well operation is by electric pump. An overhead electric line extends <br /> approximately 1,430 feet along the south side of an existing farm road from North Ham Lane to the well <br /> site. <br /> Section 3.0 Project Description 3-1 October 2021 <br />
