Administrative Draft Environmental Impact Report
Gill Medical Center Project
Source: Construction noise levels were calculated by ECORP Consulting using the FHWA Roadway Noise Construction Model(FHWA
2006).Refer to Draft EIR Appendix H for Model Data Outputs.
Notes: Construction equipment used during construction derived from CaIEEMod 2016.3.2.The nearest residence is located approximately
330 feet from the center of the construction site.
Leq=The equivalent energy noise level,is the average acoustic energy content of noise for a stated period of time. Thus, the Leq of a time-
varying noise and that of a steady noise are the same if they deliver the same acoustic energy to the ear during exposure. For
evaluating community impacts, this rating scale does not vary, regardless of whether the noise occurs during the day or the night.
Project Operational Noise
The operational noise sources associated with the various land use plans are discussed below. Operational
noise sources associated with the Proposed Project include mobile and stationary (i.e., parking lot activity,
helicopter takeoff and landing, sirens) sources.
Operational Offsite Traffic Noise
Future traffic noise levels throughout the Project vicinity (i.e.,vicinity roadway segments that traverse
noise-sensitive land uses) for the Proposed Project were modeled based on the traffic volumes identified
by KD Anderson &Associates (2020) to determine the noise levels along Project vicinity roadways.Table
4.15-11 shows the calculated offsite roadway noise levels under existing traffic levels compared to future
buildout of the Project. The calculated noise levels as a result of the Project at affected sensitive land uses
are compared to the noise standards promulgated in the San Joaquin County General Plan and Municipal
Code as well as the City of Stockton Municipal Code, where appropriate.Where no jurisdiction is noted,
the roadway segment lies within unincorporated San Joaquin County. In the case that the existing
ambient noise levels already exceed the applicable numeric noise thresholds without the Project, the
FICON thresholds of significance, described previously, are applied.
Table 4.15-11.Proposed Project Predicted Traffic Noise Levels
CNEL at 100 feet from Exceed Standard
Centerline of Roadway Noise AND result in
Standard Noise Levels
Roadway Segment Surrounding Uses Existing+ Exceeding
Existing Project Acceptable
Conditions Conditions CNELEL) Exterior Noise
Standards
Eight Mile Road
West of Interstate 5 Residential and 64.6 64.6 65 No
Agricultural
Between Interstate 5 and Residential and 63.3 63.4 65 No
Davis Road Agricultural
Between Davis Road and Residential and 61.9 62.4 65 No
Lower Sacramento Road Agricultural
Between West Lane and Residential and 59.3 59.4 65 No
Ham Lane Agricultural
Between Ham Lane and Residential and 60.7 61.0 65 No
Leach Road Agricultural
Noise 4.15-22 October 2021
