These numbers fall below the County's <br /> daytime (7:00 a.m. to 10:00 p.m.) and nighttime (10:00 p.m. to 7:00 a.m.) noise standards for residential <br /> land uses.Additionally, as previously stated the manner in which older homes in California were <br /> constructed generally provides a reduction of exterior-to-interior noise levels of about 20 to 25 dBA with <br /> closed windows (Caltrans 2002). This exterior-to-interior noise reduction would reduce the depicted noise <br /> levels further, as they are experienced within the vicinity residences. Furthermore, it is noted that Location <br /> 9 currently experiences noise levels of 75.2 dBA and the modeled operational noise level attributed to <br /> Project onsite non-exempt activities is 36.3 dBA.Thus, the noise environment in the Project area currently <br /> exceeds that which would be produced by the Project. <br /> It is noted that Sound PLAN was used to calculate non-exempt operational noise from a worst-case <br /> scenario.All non-exempt noise producing sources on the Project site were calculated as if operating at the <br /> same time and at the highest activity level to produce noise levels as high as those predicted. Further, the <br /> soft surfaces and vegetative screening innate to the strip of proposed landscaping that would surround <br /> the site, which can absorb sound, was not accounted for in the Sound PLAN model. <br /> The Project would result in a less than significant impact from non-exempt onsite noise. <br /> Exempt Onsite Stationary Noise <br /> The Project is proposing the construction of an OSHPD Hospital, a full-service women's ABC facility, and a <br /> OSHPD 1 hospital, associated medical office building and associated features. Due to the nature of this <br /> Project, it would be a source of noise due to emergency activities such as sirens from emergency vehicles <br /> along with helicopter landing and takeoff during operations.As previously mentioned, per Section 9- <br /> 1025.9 of the San Joaquin County Municipal Code, this noise is exempt from noise standards as it is <br /> associated with medical emergencies. Nonetheless, a full discussion of medical emergency-related noise <br /> sources has been included for full disclosure purposes.The emergency noise sources are discussed <br /> individually below. <br /> Noise 4.15-27 October 2021 <br />
