Administrative Draft Environmental Impact Report <br /> Gill Medical Center Project <br /> 4.16 POPULATION AND HOUSING <br /> This section addresses potential project effects on population and housing in the project vicinity and the <br /> regulatory setting pertaining to that use. <br /> 4.16.1 Environmental Setting <br /> As of January 1, 2020, the population of Stockton was estimated to be 318,522, a 9.2% increase from its <br /> 2010 population as recorded by the U.S. Census Bureau (San Joaquin County. 2016.). Population growth <br /> slowed later in the decade due to economic conditions, leading to a net outflow of population.While <br /> immigration occurred again, the average annual growth rate post-2010 was notably lower than in the <br /> prior decade: 1.1% per year in San Joaquin County and 0.9% per year in the City of Stockton. Both <br /> percentages were slightly higher than the statewide per-year average of 0.7% (San Joaquin County. 2016.). <br /> San Joaquin Council of Governments (SJCOG) forecasts that the population of Stockton will grow to <br /> 463,450 by 2040 (City of Stockton 2018b). San Joaquin County is also projected to see substantial growth <br /> and urbanization.The recently adopted San Joaquin County General Plan update forecasts that total <br /> population in the County, both incorporated and unincorporated areas, would be about 945,300 by 2035. <br /> This equates to an average annual population growth rate of 1.5%,which is approximately 25% more than <br /> the State's projected annual average growth rate of 1.2% between 2012 and 2035 (San Joaquin County <br /> 2016a). <br /> Housing and Employment <br /> As of January 1, 2019, Stockton had an estimated 100,877 housing units. Single-family detached units <br /> (typical houses) accounted for approximately 64.4% of total housing units in Stockton,with multifamily <br /> units of two or more per building accounting for approximately 26.9°/x.
