Administrative Draft Environmental Impact Report <br /> Gill Medical Center Project <br /> 4.17.2 Regulatory Setting <br /> The San Joaquin County General Plan establishes the following applicable policies related to public <br /> services: <br /> IS-1.1: Essential Facilities and Services. The County shall strive to ensure that <br /> adequate public facilities and services essential for public health and <br /> safety are provided to all County residents and businesses and maintained <br /> at acceptable service levels. Where public facilities and services are <br /> provided by other agencies, the County shall encourage similar service <br /> level goals. (RDR/PSP/IGC) <br /> IS-5.6: Consistent Fire Protection Standards for New Development. The County, in <br /> coordination with local water agencies and fire protection agencies, shall <br /> ensure consistent and adequate standards for fire flows and fire <br /> protection for new development. (RDR/IGC) <br /> PHS-1.1: Effective Emergency Response. The County shall maintain adequate <br /> facilities equipment and staffing to respond effectively to emergencies. <br /> (PSP/SO) (Source: Existing GP, Emergency Preparedness, Policy 1) <br /> PHS-4.6: Fire Protection Coordination.The County shall encourage well-organized <br /> and efficient coordination between fire agencies, CalFire, and the County. <br /> (IGC) <br /> LU-8.4: New Parks and Open Spaces.The County shall ensure that sufficient parks, <br /> open space, waterways, and trails are planned throughout the County, to <br /> ensure adequate facilities are available to existing and future residents, <br /> including underserved areas and low-income neighborhoods. (PSP) <br /> NCR-8.14: Joint Use Facilities.The County shall cooperate and coordinate with school <br /> districts in the joint planning, acquisition of land, and use of school <br /> buildings and facilities for park and recreation I opportunities. (IGC) <br /> (Source: Existing GP, Public Facilities, Recreation, Policy 10) <br /> 4.17.3 Environmental Impacts and Mitigation Measures <br /> 4.17.3.1 Thresholds of Significance <br /> According to Appendix G of the CEQA Guidelines, public services impacts are considered significant if <br /> implementation of the proposed project would: <br /> Result in substantial adverse physical impacts associated with the provision of new or physically <br /> altered governmental facilities, need for new or physically altered governmental facilities, the <br /> construction of which could cause significant environmental impacts, in order to maintain <br /> Public Services 4.17-2 October 2021 <br />
