Administrative Draft Environmental Impact Report <br /> Gill Medical Center Project <br /> Mitigation Measures <br /> None required. <br /> Impact 4.18-2: Construction or expansion of recreational facilities that might have an adverse <br /> physical effect on the environment. <br /> Impact Determination:no impact <br /> Threshold: Substantial adverse effect on the environment as a result of construction or expansion of <br /> recreational facilities <br /> The Project includes onsite passive recreation opportunities in the form of walking paths and sitting areas <br /> near the Phase 1 Hospital and within the northern buffer setback. As discussed in the project description, <br /> these facilities would be designed to avoid sensitive resources. The Proposed Project does not include <br /> development of public recreational facilities or require the construction or expansion of existing public <br /> recreational facilities. There would be no impact. <br /> Mitigation Measures <br /> None required. <br /> 4.18.4 Cumulative Impacts <br /> The geographic area considered for the analysis of cumulative impacts related to recreation is San Joaquin <br /> County. Cumulative projects would result in a need for expansion of existing recreation facilities to <br /> support new development. Cumulative projects proposed under the general plans of surrounding cities <br /> and counties, such as commercial, residential, or industrial projects, could result in an increased demand <br /> for recreation facilities within the County.Within each city, approval of development projects is dependent <br /> upon the ability to provide sufficient public services and facilities, and each city uses development impact <br /> fees to fund recreation facility expansion projects.As part of implementing the San Joaquin County 2035 <br /> General Plan update, the county established a development fee to provide adequate recreation facilities <br /> for unincorporated communities. <br /> Future development of land in San Joaquin County would result in a cumulative increase in demand for <br /> recreation facilities, which may require the provision of new or physically altered facilities, the construction <br /> of which could result in adverse environmental impacts. Cumulative recreation projects would undergo <br /> environmental review, and would be required to demonstrate compliance with CEQA prior to project <br /> approval.As discussed in the San Joaquin County General Plan EIR,where feasible, consistent with county <br /> policy, impacts from construction of new recreation facilities would be mitigated to a less-than-significant <br /> level.As discussed above, because the Project does not include housing, would not result in substantial <br /> population growth, and would be subject to the County's regional park fee, the Project, in combination <br /> with cumulative projects, would have a less-than-cumulatively considerable impact on recreation. <br /> Mitigation Measures <br /> None required. <br /> Recreation 4.18-3 October 2021 <br />
